Ruto’s Advisor On The Spot over Ksh 100B Spending
The Ethics and Anti-Corruption Commission (EACC) has begun investigating how former Governor of Turkana Josaphat Nanok spent approximately Sh100 billion during his ten years in office.
Nanok, who is current President William Ruto’s deputy chief of staff, has overseen many stalled projects in the drought- and poverty-stricken North-Western Kenyan county.
Following a request from the Senate, the anti-corruption commission is investigating how the county spent the billions allocated to the devolved subdivision by the exchequer.
Nanok was elected as the first governor at the beginning of devolution in 2013, receiving billions annually. However, the Senate and EACC now believe that a portion of the allocations were mismanaged, while others were used to line the pockets of some influential individuals.
“The stalled projects, corruption, and financial mismanagement that we have seen in Turkana over the last 10 years, I think we could conclude that this is a crime scene,” Senate County Public Accounts Committee chair Moses Kajwang’ said during the investigations.

Senators and the EACC have questioned the cost variances of the construction of the county headquarters, the halted construction of the governor’s residence, and several other stalled public amenity projects.
Senators have also questioned the rationale behind certain expenditures made during the governor’s administration.
For example, the county spent close to a billion shillings on the construction of the county headquarters, when the funds could have been used to enhance healthcare, early childhood education, and water provision, among other necessities.
The suspended governor’s residence project has consumed more than Ksh300 million, which senators deemed a waste of public funds given that the building is uninhabitable.
“We will not relent as Senate in holding everyone accountable even those who have left office,” Senator Kajwang’ noted.
“If they have to appear before the Senate watchdog committees or investigative agencies, we shall give those directions so that there can be justice for the people of Turkana.”
Ruto appointed Nanok to succeed Felix Koskei as Deputy Chief of Staff in October 2022.
