Ruto Revokes Caroline Mueke’s Nomination as EAC Secretary General
President William Ruto has annulled Kenya’s selection for the role of Secretary General of the East African Community.
In a communication dated April 15, 2024, addressed to Deng Kuol, the Chairperson of the EAC Council of Ministers, Peninah Malonza, the Cabinet Secretary for the East African Community in Kenya, conveyed that Ruto had withdrawn the nomination of Caroline Mwende Mueke.
The CS additionally pointed out that the President had nominated Veronica Mueni Nduva to occupy the position.
“By Article 67 (1) of the EAC Treaty; we write to inform you the President of the Republic of Kenya has varied the nomination of Ms Mueke to the position of the EAC Secretary General”.
“The Republic of Kenya now presents Ms. Veronica Mueni Nduva for appointment to the position of the Secretary General of the East African Community”, read the letter in part.
Before her appointment, Veronica Nduva held the position of Principal Secretary overseeing Performance & Delivery Management within the Ministry of Public Service.

Interestingly, the CS did not offer any explanation for the decision to rescind Caroline Mueke’s appointment, which was communicated to the Community on March 15th.
Nevertheless, the responsibility ultimately rests with the EAC members, who must assess and authorize the appointment of the new individual.
This choice follows Peter Mathuki’s reassignment as Kenya’s ambassador to Russia, who previously held the Secretary-General position.
Mathuki has held the role since 2021, following an appointment by ex-President Uhuru Kenyatta.
Caroline Mueke, whose appointment has been rescinded, previously held positions as a senior political affairs officer and special adviser to the deputy special representative of the Secretary-General of the United Nations Mission in South Sudan.
If Veronica Nduva’s nomination is approved and she is subsequently appointed, she will become the third Kenyan to occupy the position, following Francis Muthaura, who served from 1996 to 2001, and Peter Mathuki, who left the office earlier this year.
