Ruto Bows To Raila’s Threat, Releases Ksh31 Billion Capitation Fund
On Wednesday, January 3, President William Ruto complied with Azimio Leader Raila Odinga’s demand to allocate funds for school capitation.
According to State House Spokesperson Hussein Mohammed, it was announced that the National Treasury had disbursed Ksh31.34 billion in anticipation of the upcoming school reopening next week.
A portion of the overall amount, totaling Ksh4.74 billion, was allocated to the State Department for Basic Education to support Term 1’s implementation of free primary education.
Moreover, the State Department received an additional allocation of Ksh7.6 billion specifically designated as funding for Junior Secondary Schools (JSS).
Hussein Mohammed clarified that the remaining funds would be allocated towards covering expenses for school exams and invigilation fees (amounting to Ksh2.8 billion), as well as supporting free day secondary education (totaling Ksh16.2 billion).
In his statement on Tuesday, Raila criticized Ruto for allegedly overseeing the education sector with deceit, stating that the outstanding funds owed to schools for the Financial Year 2022/2023 amounted to Ksh18 billion.

“As schools await opening head teachers are struggling to meet the basic resourcing needs of their schools,” Raila had stated.
Raila additionally commented that Ruto had deceived parents by claiming that the Kenya Kwanza government had raised funds allocated to the education sector and improved financial support for all students.
“The government must release all the monies owed to schools. It must also release capitation at the approved rate of Ksh22,244 per child for the financial year 2023/2024,” Raila issued an ultimatum.
“We urge all Parents Teachers Associations and school Boards of Management across the country to rise to the occasion and demand full-end equitable sharing of education funding. We will support such demands.”
Raila issued his ultimatum one day following President William Ruto’s grievance about the opposition’s deliberate efforts to undermine his government.
