Private University Students Excluded from Government Scholarships

Ezekiel Machogu, Cabinet Secretary (CS) of Education, has launched the Kenya Universities and Colleges Central Placement Service (KUCCPS) portal for KCSE candidates in 2022.

CS Machogu stated during Wednesday’s launch at the University of Nairobi (UoN) that all 869,782 candidates will be able to enroll in any institution of their choosing.

CS Machogu stated that 173,127 candidates with a minimum entry grade of C+ will enroll in degree programs out of the aforementioned number.

All Technical and Vocational Education Training Institutions (TVET) institutions in the country will accept students with grades of C or lower.

The Education CS added that all institutions have already fulfilled all enrollment requirements and have published course fees for various study programs on their websites.

This will help students make decisions based on their household income, according to CS Machagu.

Upon selection, students will be able to apply for government scholarships from the University fund, according to the new funding model announced by President William Ruto, according to the CS.

“They will also have the opportunity to apply for HELB (Government loan),” said CS Machogu. “HELB (Government loan) will be awarded using a foolproof tool used to evaluate students for scholarship awards.”

However, the government scholarship will only be available to students enrolling in public universities, not private institutions.

CS Machogu stated, “I wish to reiterate that students who choose courses at Public Universities will be eligible for both Government scholarships and loans, while those who choose Private Universities will only be eligible for Government loans.”

“The entire concept rests on the premise that each student should be treated according to their level of need and that no deserving student should be denied the opportunity to pursue higher education and training at the institution of their choosing,” he added.

Their respective institutions will instruct students on how to apply for scholarships and loans by the funding model.

Machogu added that at least 45,000 students. From disadvantaged and needy backgrounds will have access to free university education. Because the government will cover all of their educational expenses.

The funding model will classify students into three need categories: vulnerable, less vulnerable, and able.

Students from less-needy households will receive up to 53% in scholarships and up to 40% in loans.

Similarly, able students will receive funding for up to 38% of the cost of the program. With the remaining 55% in the form of loans.

Those who enroll in TVETs will receive 32 percent in government scholarships and 48 percent in government loans.

CS Machogu announced that he has instructed KUCCPS to form a partnership with the Huduma secretariat. To allow students to apply from all Huduma Centres across the country to assist them with their application processes.

According to Machogu, the application process should be concluded in August. So that students can report to their respective universities in September.
