Parliament Invalidates KMTC Placements via KUCCPS

The placement process conducted by the Kenya Universities and Colleges Central Placement Services (KUCCPS) has been revoked by the National Assembly, delaying the 2023 admission of students to the Kenya Medical Training College (KMTC).

The Health parliamentary committee determined that the placement procedure was illegal and “riddled with illegalities.” The committee led by Robert Pukose declared the procedure invalid.

Due to the anomalies, the over 42,000 students who had previously applied to KMTC institutions must now begin the application process from scratch.

“It is evident that the process is null and void, as a court order clearly states that placement of students should be handled by the KMTC board. It is illegal for KUCCPS to conduct the placement,” said Pukose.

The committee also determined that KUCCPS should convey to KMTC the total of Ksh.8.4 million paid by applicants.

“It should be clear that students who have already paid the application fee should not be required to pay it again when reapplying,” said Pukose. “How the selection will be made, however, we will leave to the board.”

The Health Cabinet Secretary, Susan Nakhumicha, appeared before the committee to explain the rationale behind allowing KUCCPS to conduct placements even though the law assigns this responsibility to the KMTC board.

“A court has prohibited any association between KUCCPS and KMTC; were you unaware that you violated the law?” Did you consult the Attorney General?” questioned Kilgoris legislator Julius Sunkuli.

“KUCCPS is an outsider in this position; we should dismiss them and let the board take over,” he added.

The CS defended the decision to enable KUCCPS to conduct the placement process by stating that she was acting by an executive order.

42,000 students applied for admission to KMTC colleges, but KUCCPS only accepted 11,975 (28%) of the applicants, leaving over 30,000 students without a spot.
