Kindiki’s Ksh1 Billion Boost for Prison Facility Upgrades

Interior Cabinet Secretary Kithure Kindiki announced on Monday, May 8 that the government would allocate Ksh1 billion for the purchase of modern equipment for prisons across the nation.

Kindiki stated at Mwea Prison, where he was monitoring ongoing prison reforms, that the move would equip inmates across the nation with the skills necessary for a more seamless reintegration into society following their release.

Kindiki added that the move would bring Kenyan prisons up to par with modern workshops in terms of standards and assist inmates in the production of high-quality goods.

“I wish to announce that we will invest Ksh1 billion in modern equipment for Mwea prison and other facilities across the nation.

“This will ensure that our prisons become a place of rehabilitation, empowerment, and preparation for our incarcerated citizens to become productive members of society,” said Kindiki.

Concurrently, Kindiki disclosed that the task force on the reforms of the National Police Service and the Kenya Prison Service would submit its recommendations to President Ruto later in the month.

He added that the government would also be able to decongest prisons by half as a result of the recommendation.

Kindiki added, “In a few months, we will have a new and modern Correctional Services policy, and in the following three months, we will review the laws governing prisons, borstal institutions, and probation services to bring them up to 21st century standards.”

In addition, Kindiki announced that the government was working on a plan to provide beds and mattresses to every prisoner.

“Each inmate must have his or her bed and mattress. The government will collaborate with the private sector to ensure the success of the ‘One Prisoner, One Bed, One Mattress’ initiative.

“Penitentiaries should not be hell. It should be a place of rehabilitation and reform. Kindiki noted that the majority of inmates are young people, and that “we look forward to you leaving prisons, reformed appropriately so that you can participate in nation-building.”

Retired Chief Justice (CJ) David Maraga was sworn in as the Chairman of the task force charged with reviewing the terms and conditions of police officers in January 2023, following President William Ruto’s appointment.

Maraga stated that the task force would incorporate public input into its final recommendations to President William Ruto through a public participation process.
