Corrupt OCS Busted: Demanding Ksh.5K Bribes to Free Ruai Detainees
On Saturday evening, the OCS for Ruai Police Station was apprehended by the Ethics and Anti-Corruption Commission (EACC). He was suspected of extorting gratuities from revelers in exchange for their release from police cells, after their apprehension on charges of intoxication and disorderliness.
EACC detectives apprehended Chief Inspector Duncan Otieng after they investigated a complaint lodged by the relatives of one of the individuals who were apprehended.
On Friday night, officers from the Ruai police station reportedly visited the Fun City club in Utawala and arbitrarily detained revelers without justification.
“The revelers were taken to Ruai Police Station where they were put in police cells until the following day, Saturday, when the OCS ordered each of them to pay him Ksh.5,000 bribe to be released unconditionally,” read part of a statement from EACC CEO Twalib Mbarak.

It has been reported that Otieng issued a threat to the detainees, stating that failure to comply would result in their incarceration for the entire weekend and potential accusations of drunk and disorderly conduct on Monday.
The OCS was apprehended on Saturday night at the Integrity Centre Police Station while accepting the gratuities. He was subsequently processed.
He is being held in custody at the Kilimani Police Station pending the outcome of further proceedings.
According to multiple reports received by Mr. Mbarak, there is an increasing trend among OCSs to coerce young revelers into pleading for bribes in the same manner that they confine them in cells and threaten them with harm in exchange for their release.
It is against the law for police officials to extort Kenyan citizens; he has demanded that they cease their actions.
