Top 10 Counties with Most Flagged Illegal Bank Accounts- Controller of Budget

The Controller of Budget (CoB) has raised concerns about county governments’ increased use of illegal bank accounts.

In the county government’s budget implementation review report for the first nine months of FY 2023/24, the office of the CoB noted that county governments had been operating accounts with commercial banks.

Margaret Nyakang’o, the CoB, highlighted that county governments were operating more than 1,400 unauthorized bank accounts, posing challenges for her office in monitoring public expenditure.

The CoB reported that this is illegal as it contravenes Regulations 82(1)(b) of the PFM (County Governments) Regulations, 2015, which requires that county government bank accounts be opened and maintained at the Central Bank of Kenya.

Although the CoB offered recommendations for each county, the overall recommendation was that county governments should ensure that bank accounts are opened and operated at the Central Bank of Kenya as the law requires.

However, imprest bank accounts for petty cash and revenue collection accounts are exempted.

Counties with the highest number of illegal bank accounts

Most of the counties in Kenya were found to be operating several illegal bank accounts, but Bungoma, Baringo, and Migori counties had the highest number.

The CoB reported that Bungoma County operated 357 illegal bank accounts, while Baringo and Migori had 304 and 208, respectively.

The table below shows 10 counties with the highest number of commercial bank accounts as reported by the CoB.

Notably, the CoB said that Nairobi County’s data was missing because the county government did not submit the required information to her office.

Top and bottom 10 counties in revenue collection

In other news related to the CoB’s report, Gossipa2z.com compiled a list of the top and bottom ten counties in the collection of its source revenue.

Governor Johnson Sakaja’s administration in Nairobi collected the highest own-source revenue among counties, totaling KSh 9.23 billion.

Overall, county governments collected KSh 41.40 billion in own-source revenue, reaching 51.3% of the annual target of KSh 80.78 billion.
