Surprising Resignation: PS Esther Ngero Steps Down Following Ruto’s Reshuffle

Tuesday, May 23, President William Ruto accepted the resignation of Principal Secretary for Correctional Services Esther Ngero, who resigned for personal reasons.

The outgoing PS was recently transferred from the State Department for Performance Management and Delivery Services in the Office of the Prime Cabinet Secretary to the State Department for Correctional Services within the Ministry of Interior & National Administration, according to a statement signed by the Head of the Public Service, Felix Koskei.

Ngero was commended for establishing the institutional framework to facilitate the implementation of Public Service Performance Management and Monitoring for Ministries, State Departments, and State Agencies (MDAs).

The statement read in part. “The Head of State has thanked Ngero for her service to the nation. And wished her the best in all her future endeavors.”

Ngero joined the ranks of Principal Secretaries in December 2022. After nearly two decades of experience in the petroleum industry as a certified accountant.

In August 2002, she earned a Bachelor of Science in Business Studies and Mathematics from Kenyatta University.

Then, she pursued certification in Petroleum Stocks Control and Management from the Kenya School of Petroleum Studies.

In August 2004, she entered the petroleum industry. By joining the National Oil Corporation of Kenya (NOCK) as an assistant accountant.

After two years, she accepted the Operations Manager position at Dalbit Petroleum Limited. She ascended to the position of Chief Officer in the Petroleum Supply Chain and Trading division.

Her responsibilities included optimizing the Group’s petroleum business operations. In Kenya, Tanzania, Zambia, Eastern and Southern DRC, Southern Sudan, Uganda, and Mauritius and ensuring supply chain efficiency.

In January 2020, following a 12-year tenure at the company. She was named CEO of Janus Continental Group, with headquarters in Dubai, United Arab Emirates.

Ngero takes pride in managing highly effective and devoted multicultural teams. Fostering strong collaboration, and establishing a high-performance culture within a specific organization.

Ruto recently reassigned seven PSs as part of a reshuffle. In response to the dismissal of Public Health Principal Secretary Josephine Mburu. For alleged impropriety within the Kenya Medical Supplies Authority (KEMSA).
