Ruto’s Cabinet Shake-Up: Meet the New Faces
President William Ruto has revealed 11 members of his new Cabinet, featuring a blend of fresh faces and trusted allies to strengthen his government’s agenda.
This announcement on Friday, July 19, came after extensive consultations with political allies and opposition figures, showcasing a strategic balance to stabilize the administration while invigorating critical sectors with new energy.
Notably, Kithure Kindiki retains his position at the Interior Ministry, a key role amid the nation’s current security challenges.
Alice Wahome continues at the Lands Ministry, Aden Duale remains in charge of Defence, and Soipan Tuya keeps her role as Environment CS. Former Energy CS Davis Chirchir has been reassigned to Roads and Transport, while Rebecca Miano, formerly Trade CS, is now the Attorney General, taking over from Justin Muturi.
The spotlight is on the five new Cabinet members, each bringing significant experience and expertise to their respective ministries.
Dr. Debra Mlongo Barasa – Ministry of Health
Dr. Debra Mlongo Barasa, a seasoned medical professional, is ready to lead the Health Ministry with confidence. With over 15 years of experience in internal medicine and infectious diseases, Dr. Barasa has worked in national and referral hospitals, private institutions, and community-based organizations. Her leadership during disease outbreaks such as COVID-19 and Ebola highlights her ability to manage the nation’s health emergencies.
Dr. Barasa’s academic achievements are notable. She holds a Master of Medicine in Internal Medicine, an ongoing MSc in Infectious Diseases from the London School of Hygiene and Tropical Medicine, and a Bachelor of Medicine and Surgery from the University of Nairobi. Her career includes positions as an Internal Medicine Consultant and Infectious Diseases Specialist at renowned institutions such as the Mater Hospital and the World Health Organization.
Dr. Margaret Nyambura Ndung’u – Ministry of ICT
Dr. Margaret Nyambura Ndung’u brings innovative insights to the Ministry of Information, Communication, and the Digital Economy. With expertise in internet governance, cybersecurity, and AI, she has significantly influenced the African Union’s Digital Transformation Strategy. Her impact includes contributing to the AU Data Policy Framework and promoting educational initiatives across Africa.
Dr. Ndung’u’s academic credentials include a PhD in Information Systems, an MBA in Management Science, and a B.Sc. in Information Science from Moi University. Her career highlights include roles as a Senior Research Manager at the Global Digital Inclusion Partnership and a Senior Regulatory and Internet Governance Expert at the African Union Commission.
Dr. Andrew Mwihia Karanja – Ministry of Agriculture
With a wealth of over 36 years in agriculture and rural development, Dr. Andrew Mwihia Karanja brings significant expertise to the Cabinet. Starting his career as an extension officer, he progressed through roles such as Planning Officer at the Ministry of Agriculture and Senior Agricultural Economist at the Coffee Research Foundation. His experience was further enriched by his position as an Agricultural Economist at the World Bank, enhancing his proficiency in agricultural policy and development.
Dr. Karanja is academically distinguished with a PhD in Development Economics and Policy from Wageningen University, along with an MSc in Agricultural Economics and a BSc in Agriculture from the University of Nairobi. His broad experience encompasses leading economic assessments and managing projects aimed at agricultural development.
Eric Muriithi Mugaa – Ministry of Water
Eric Muriithi Mugaa, a civil engineer dedicated to water resources, joins the Ministry of Water, Sanitation, and Irrigation. His hands-on experience includes managing engineering projects, hydraulic modeling, and designing water treatment plants. Mugaa holds an MSc in Civil Engineering, specializing in Water Resources, and a BSc in Civil and Construction Engineering from the University of Nairobi.
At only 32 years old, Mugaa has already played a crucial role as an Assistant Project Engineer in initiatives like the Water and Sanitation Development Project and the Kenya Towns Sustainable Water Supply and Sanitation Program.
Julius Migosi Ogamba – Ministry of Education
With over 25 years of legal experience, Julius Migosi Ogamba is poised to head the Ministry of Education. His distinguished career includes serving as a Senior Partner at Migosi-Ogamba & Waudo Advocates and as Chairman of the Kenya Electricity Generating Company. Ogamba’s deep knowledge of legal research, client counseling, and regulatory compliance makes him a strong candidate to lead the education sector effectively.
Ogamba earned his Bachelor of Laws from the University of Nairobi and a Postgraduate Diploma in Law from the Kenya School of Law. His approach to education is anticipated to integrate his legal expertise with strategic management skills to enhance the ministry’s leadership.
