Ruto Approves CDF Bill Allocating More Money to MPs
On Monday, President William Ruto approved the National Government Constituencies Development Fund (Amendment) Bill, enabling a rise in the funds directed towards CDF accounts.
The bill was endorsed by the Head of State during a gathering at State House, where Deputy President Rigathi Gachagua and Speaker of the National Assembly Moses Wetang’ula, among other attendees, were present.
The proposed legislation aimed to raise the grants provided by the Constituencies Development Fund by boosting the allotment from 35 percent to 40 percent.
A communication from the State House mentioned that this action will help students continue their education seamlessly, ensuring they can finish their studies without interruption.
The legislation also raises the allocation of funds from the CDF for environmental endeavors from two percent to five percent to finance initiatives addressing climate change.
“This will check drop-outs, boost enrollment, and further the Government’s efforts to increase literacy,” stated National Assembly Majority Leader Kimani Ichungw’ah.
The legislation will additionally guarantee that three percent is designated to the Fund for digital hubs within constituencies, which play a crucial role in helping young people acquire skills that enhance their chances of securing employment.
The authorization arrives seven days following the legislators’ departure from Parliament in protest of the postponement in allocating funds to NG-CDF.
They contended that there were still billions of dollars owed to the funds overseen by legislators that had not been distributed, causing their operations to be stalled.

Yusuf Mbuno, the CEO of the NG-CDF board, stated that out of Ksh44 billion earmarked for constituencies, only Ksh10 billion had been distributed so far.
48 hours later, President William Ruto reassured legislators that the money would be credited to their accounts before the commencement of the school term in January.
“I want to assure members of Parliament who are here because they are our great partners in matters of delivery of education. Don’t worry the money for you to disburse for bursary in January will be in the account before schools reopen,” he stated.
Ruto also signed into law the National Lottery Bill (National Assembly Bill No. 69 of 2023) paving the way for the establishment of the National Lottery Board that will administer the newly-established National Lottery.
Ichungw’ah, the sponsor of the Bill, said the goal of the National Lottery is to fund social development in the country.
