Rebecca Miano set to become Kenya’s first female AG

President William Ruto has made a significant change to his cabinet by appointing Rebecca Miano, the former Cabinet Secretary for the Ministry of Investment, Trade, and Industry, as the new Attorney General.

This decision is part of Ruto’s strategy to create a new, inclusive cabinet designed to implement transformative reforms in Kenya. If confirmed, Miano will take over from Justin Muturi, the previous Attorney General and former National Assembly Speaker.

Muturi’s final days in office were marked by criticism, with accusations that he provided poor advice to the government on several matters, although he has persistently denied these allegations.

Reports during Muturi’s tenure suggested that his guidance was frequently ignored, highlighted by a local newspaper’s claim that his office was not consulted on crucial government decisions, including the military deployment during protests against the Finance Bill 2024.

On July 11, Ruto dismissed several Cabinet Secretaries, with only Prime Cabinet Secretary Musalia Mudavadi remaining. Mudavadi will continue overseeing all ministries until the new cabinet is fully established.

Miano’s experience includes her previous role in the Ministry of Trade and as the Cabinet Secretary for the Ministry of East African Community, Arid and Semi-Arid Lands, and Regional Development.

She brings a wealth of experience in corporate governance from her time as Managing Director and Chief Executive Officer at Kenya Electricity Generating Company (KENGEN), where she also served as Legal Secretary before rising to the top position.

Miano holds a Master of Laws in Corporate Law and a Bachelor of Laws. She is a registered Certified Public Secretary and is a member of both the Law Society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (ICPSK).

Her contributions and leadership have been acknowledged with several honors, including the Order of the Grand Warrior of Kenya in 2010 and the Company Secretary of the Year award from ICPSK Champions of Governance.

Muturi’s exit from the AG’s office concludes a period of controversy.

Despite his long tenure in the judiciary and as a legislator, Muturi’s role as AG was overshadowed by accusations that his legal advice was often disregarded.

These allegations, despite his denials, have tainted his legacy in the role.
