MP Reveals Shocking Deception: Tricked into Backing Ruto Finance Bill Without Reviewing
On Tuesday, June 13, Member of Parliament (MP) Makali Mulu of Kitui Central bemoaned the existence of a deliberate plan to have MPs pass the Finance Bill 2023 without reading it.
According to the politician, many members of Congress are unaware of the bill’s contents, which will be voted on on June 14.
Mulu explained on Citizen Television that they were kept in the chambers until late and were required to be at Parliament Buildings at 9:00 a.m. the following morning to vote on the 500-page document.
Explaining how they were deceived logically, Mulu asserted that the Finance Committee consumed the majority of the allotted time for Bill’s debate.
“Informed by Kenyans’ input, the committee retreated to Naivasha to consolidate public comments, evaluate them, and then make decisions,” he lamented.
The bill was scheduled to be debated and voted on by the House of Representatives on Thursday, June 8; however, the exercise was postponed to allow the committee time to make amendments suggested by the public.
Mulu explained that following the committee’s return from the retreat, the committee chair, Francis Kuria, issued a lengthy document that the members of parliament were unable to read within the allotted time.

“Kuria has presented a 500-page report. The report was just submitted, and the Speaker (Moses Wetangula) has declared that the debate will begin tomorrow at 9:00 a.m.
“I am an extremely displeased Kenyan. We adjourned moments before 10 p.m. How are we able to read this report?” The representative elucidated why the majority of legislators will vote without understanding the contents.
He argued that the August House was shortchanged, noting that the committees were tasked with guiding MPs through debates rather than making decisions for them.
As a result of President William Ruto’s threats, Orange Democratic Movement (ODM) chairman John Mbadi emphasized on June 7 that members of parliament will support the bill.
The head of state urged members of parliament to vote in favor of the bill in an open ballot so that he could identify its opponents.
He stated, “Some members of parliament, whose names I will not disclose, are unsure whether they should vote for the Finance Bill or not because the president is threatening those who do not support it.”
In subsequent television interviews, Mbadi argued that the Bill would be passed without being read by the members of Congress.
