Landmark Poll Reveals: 75% of Kenyans Reject Finance Bill 2023

According to a recent survey conducted by the Centre for Fiscal Affairs (CFA) and Twaweza, an overwhelming 75% of Kenyans have expressed strong opposition to the Finance Bill 2023.

The online survey, which took place between May 19 and June 6, 2023, highlighted the dissatisfaction of 83.8% of respondents regarding the lack of citizen participation in shaping the Finance Bill.

Among the amendments proposed in the Finance Bill, Kenyans favored certain changes.

A significant 67% of respondents supported exempting LPG gas from Value Added Tax (VAT), while 68% expressed their approval for reducing the excise on bank money transfers from 20% to 15%.

Similarly, there was 68% support for lowering the excise duty on data bundles from 20% to 15% of the excisable value.

In addition to specific amendments, the survey also shed light on alternative strategies suggested by Kenyans for revenue generation.

These suggestions included addressing corruption, reducing government wastage, broadening the tax base by simplifying tax laws, targeting untapped sources of revenue, and strengthening tax administration.

Kenyans emphasized the need for transparency to build trust between citizens and government institutions.

Given the overwhelming opposition expressed by citizens. The survey results urge Members of the National Assembly to make an informed vote on the Finance Bill. Taking into consideration the views and concerns of the people they represent.

The survey, which polled 25,966 individuals online. Was conducted by Twaweza East Africa and the Centre for Fiscal Affairs. Aiming to gauge public sentiment and incorporate citizen voices into the decision-making process.

These findings indicate a clear public sentiment regarding the Finance Bill 2023. Emphasizing the importance of involving citizens in shaping legislation that directly impacts their lives.

It is expected that policymakers and lawmakers will consider these survey results seriously. And take appropriate action to address the concerns and preferences of the majority of Kenyans.
