Ichung’wah Warns Governor Wamatangi of Losing Ksh1.6B World Bank Funding

Kimani Ichung’wah, leader of the majority in the National Assembly, has cautioned Kiambu Governor Kimani Wamatangi about losing Ksh1.6 billion in funding due to delays in making critical appointments.

In a letter sent to the county administrator on Friday, the Kikuyu lawmaker voiced concern over the Wamatangi’s tardiness in appointing municipal managers.

He referred to a letter from the State Department of Housing advising the county administration to implement various structures before the disbursement of funds.

The Ksh1.6 billion was designated for a variety of infrastructure initiatives, including the repair of county roads.

Ichung’wah also lamented that the Kikuyu constituency would be among the most severely affected, given that the World Bank’s program had allocated Ksh326 million for initiatives in his region. 

One of the three major road initiatives he mentioned would be upgraded to bitumen standards.

“I am further concerned that these pending appointments of Municipal Managers are not the only public offices in the Kiambu County Government yet to be filled with substantive officers.

If the governor failed to make the appointments, the representative sought the governor’s commitment to fund his constituency initiatives with county funds.  

The Kikuyu representative explained that the governor’s delays should not influence service delivery to the people.

“I would seek an understanding of what the challenges are in you making substantive appointments that are now not only slowing down services to the people but putting us in a situation where we are bound to lose billions of Kenya Shillings earmarked in our 2023/24 budget as grants to county governments,” he stated.

“I am certain you are also aware that such a loss to Kiambu County will automatically mean that this grant money will benefit other counties that have proven efficiency and effectiveness in absorption of the grant,” he stated.

Governor Wamatangi’s county administration has yet to respond to Ichung’wah’s letter.
