EACC Goes After Govt Employee Who Scammed Turkana County Ksh100 Million
The Ethics and Anti-Corruption Commission (EACC) has initiated an investigation into a high-ranking official from Turkana County due to suspicions of improperly granting a Ksh100 tender to a company in which he holds a personal stake.
On Sunday, an EACC report revealed that investigations uncovered the accountant general of the Turkana County Government had a personal stake in a company that conducted business with the decentralized unit.
“This investigation commenced following an anonymous report made to the Ethics and Anti-Corruption Commission (EACC) alleging conflict of interest and embezzlement of funds,” read part of the statement.
EACC Investigations found that on March 23, 2021, the company received Local Purchase Order No 703 to provide 6,024 bags of corn soya blend known as Unimix to ECD schools, priced at Ksh4,150 per bag.
As per the Commission’s findings, the company colluded with the Public Health Officer and Inspection and Acceptance Committee members to present inaccurate delivery records, along with an invoice dated May 25, 2021, falsely claiming the delivery of 6,024 bags of soya beans to the Turkana County Government.
“Ksh24,999,600 was paid to (the company) being payment for supplying 6,024 bags of corn soya blend which goods were never delivered to the County,” read the EACC statement in part.

On August 16, 2023, a document was put together and sent to the DPP containing suggestions to prosecute both the accountant general and individuals from the Inspection and Acceptance Committee.
The Anti-Corruption Commission also suggested bringing charges against both the Public Health Officer and the Directors of the company under scrutiny.
The EACC charged the accountant general, the public health officer, and the company with two allegations of misleading the county government.
The county officials were alleged to have violated the rules specified in the Constitution through their misuse of authority.
As per the EACC, the officers are additionally connected to an illicit procurement of government assets.
The investigation conducted by EACC into the Turkana County Government is just one instance among numerous counties that have been scrutinized by the commission due to allegations of misappropriation of funds.
Among the Counties under probe include Uasin Gishu, Siaya, Marsabit, Kirinyaga, Kajiado, Garissa, Kitui, Tharaka Nithi, and Mandera.
