CS Kindiki Demands Answers After Chinese Shao Guixiang Deported for Fighting Sneaks Back
Interior Cabinet Secretary Kithure Kindiki is demanding answers from the Immigration Department regarding the return of a Chinese national deported in January 2022.
Two weeks ago, video footage of the suspect, Shao Guixiang, engaging in a brawl in Nairobi alerted the authorities to his return.
According to reports, the perpetrator returned to the country less than a month after being deported by flying to Uganda and then crossing the border into Kenya.
Officials from the Ministry of the Interior believe that his return was facilitated by corrupt Immigration Department employees, against whom Kindiki launched a months-long purge.
In Guixiang’s most recent dispute, several Chinese investors fought over the proprietorship of Kindaruma Mall.
One investor claimed he invested approximately Ksh90 million in the business when the suspect sought his assistance.
In a letter addressed to Immigration PS Julius Bitok, a law firm in Nairobi noted that the suspect had repeatedly evaded authorities’ efforts to have him deported.

The letter indicated that Guixiang sneaked back into the country on a temporary permit and evaded the state’s efforts to send him back to China.
The application was denied a year ago, but the suspect has continued to reside and conduct business in Kenya.
“Our client recently learned that Shao Guixiang and his fellow convicts later sneaked back into the country purportedly on temporary passes and upon being discovered by the government authorities tried to stop their deportation by filing an application at the Nairobi High Court against the Director of Immigration, Department of Immigration, Attorney General and Director of Public Prosecutions,” read the letter in part.
“Our client is aware the application by Shao Guixiang was dismissed by the High Court vide a ruling delivered on November 10, 2022.”
In 2022, the perpetrator was apprehended along with four others at a Mombasa Road construction site. They were subsequently convicted of illicit entry into Kenya.
