Alcoblow To Make a Comeback on Kenyan Roads- NTSA

The National Transport and Safety Authority (NTSA) Road Safety Manager, Samuel Musumba, disclosed that the regularization of alcoblow is in its final phases and could return to the roads shortly.

Musumba stated in an interview with Radio Maisha that the NTSA ceased enforcing the alcoblow following court orders issued in 2017 and 2020.

He stated that the court ordered the agency to draft the alcohol levels required to ascertain a driver’s intoxication level before implementation.

Musumba added that NTSA’s proposed draft was concluded and Kenyans were consulted on it early in the year. Members of Congress will provide an outlook for the proposed levels and regulations.

A police officer subjects a man to an alcoblow along Mombasa road in June 2016.

“Alcoblow was good and Kenyans took us to court. We followed the ruling as the court directed us to draft the level of alcohol needed in the blood system,” he stated.

“We proposed changes in April and we have taken the proposal in Parliament and we will likely get the return in due course.”

According to the proposed Traffic (Drunk Driving) Rules, 2022, drivers of Public Service Vehicles (PSVs), commercial service vehicles, and school transports are required to have zero blood alcohol concentrations while operating their vehicles.

The regulations propose a six-month license suspension for drivers in this category who are discovered to have any traces of alcohol on their breath.

Personal vehicle drivers will be allowed no more than 35 micrograms of alcohol per 100 milliliters of breath.

Musumba stated that the traffic police occasionally employ speed guns in designated areas along main highways leading to cities such as Naivasha and Eldoret.

He stated that the agency and the authorities would abandon hiding in the bushes and instead install still cameras.

“We have plans to install still cameras. Some officers were chased by snakes when they used to hide in the bushes,” he stated.
