Ndii Responds After Muturi’s Revelation of Ksh129B Russian Deal: “AG Doesn’t Sign Agreements”
David Ndii, a prominent economist and President William Ruto’s economic advisor, has raised questions about former Attorney General Justin Muturi’s recent claims regarding a Ksh 129 billion deal between the Kenyan government and Russian oligarchs. In a statement released on Friday, April 4, Ndii pointed out several flaws in Muturi’s account of the deal, specifically questioning his authority to sign such agreements.
According to Ndii, the Attorney General (AG) is not authorized to sign official government deals. Instead, the AG’s role is limited to providing legal advice and opinions regarding agreements. In his statement, Ndii clarified that only the relevant Cabinet Secretaries (CS) have the mandate to sign such deals on behalf of the government.
“The AG does not sign agreements. She/he gives a written legal opinion giving the go-ahead for the government to enter into agreements,” Ndii wrote on his X (formerly Twitter) page. He further emphasized that the signing of agreements and contracts is the responsibility of the CSs of the relevant ministries.
Muturi, during an interview on NTV, had claimed that President Ruto had once called him to sign a deal with Russian oligarchs at an airport in Dubai. According to Muturi, the deal, valued at USD 1 billion, was for a tree-planting initiative that would involve the planting of 3 billion trees. Muturi expressed concerns about the process, hinting at a conflict of interest surrounding the President’s involvement.

“I landed in Dubai and received a phone call from Ruto, who told me that the Russians were waiting at the airport and I needed to sign the documents. I declined, saying I needed to review the documents in the office,” Muturi explained.
The former AG also cast doubts on the purpose of the deal, suggesting that it was financially motivated. “The deal purported to give a grant of Ksh 129 billion to grow allegedly 3 billion trees. Whenever Ruto comes up with a project, it’s for moneymaking,” Muturi added.
