List of 15 New Ministries William Ruto Will Create to Cut Public Expenditure
President William Ruto will scrap at least seven ministries in the looming Cabinet shake-up.
Ruto succumbed to pressure from Gen Z protesters who demanded that he fire some Cabinet secretaries (CSs) and principal secretaries (PSs) linked to corruption and wastage in his government.
According to a press release from the Office of the President on Thursday, July 14, Ruto hinted at the new changes in his Cabinet.
“The president said the government must now focus on charting a new future for the country, pointing out that significant changes must be made to align with that new future,” the statement read.
Which ministries will Ruto merge/create?
According to The Standard, the reorganization will see some ministries merged while some state corporations disbanded.
Ruto held a 40-minute meeting with his deputy, Rigathi Gachagua, before joining the jittery CSs.
The new Cabinet will have 15 CSs down from the current 22. These are:
- Ministry of Defence.
- Ministry of Interior.
- Ministry of Energy.
- Ministry of Health.
- Ministry of Education.
- National Treasury.
- Ministry of Agriculture, Livestock and Irrigation.
- Ministry of Foreign Affairs and East African Community (EAC).
- Ministry of Labour and Public Service.
- Ministry of Affirmative Action, Youth and Gender.
- Ministry of Water, Forestry and Environment.
- Ministry of Tourism, Culture, Youth and Sports.
- Ministry of Infrastructure, Land, Housing, Public Works and Roads.
- Ministry of Economic Planning.
- Ministry of Trade, Investments and Industry, SMEs, Cooperatives, Delivery Unit and ICT.

What austerity measures will Ruto take?
President William Ruto withdrew the controversial Finance Bill 2024 after deadly protests countrywide.
The head of state-directed austerity measures to be undertaken based on the issues raised in the bill.
Ruto said the measures will help reduce government expenditure, starting with the Office of the President.
What did Gen Z protesters demand?
- Despite Ruto declining to sign the Finance Bill 2024 into law, the youth took to the streets on Thursday, June 27, and demanded radical reforms.
- The Gen Z protesters defied tight security manned by Kenya Defence Forces (KDF) officers who supported the police.
- Among their demands to Ruto were to fire corrupt CSs, change the Kenya Kwanza Alliance leadership in parliament, and conduct a lifestyle audit for flashy state officers.
