Truth Behind Parliament Plan to Vet Matiang’i, Mutahi Kagwe for CS Jobs
The National Assembly debunked as fake a circulating memo allegedly calling for the vetting of cabinet nominees on Wednesday, December 11.
Lawmakers dismissed the viral memo, which had sparked widespread public concern, to assure Kenyans it did not originate from Parliament.
โThis document is not from the National Assembly. It is fake,โ the Assembly clarified in an official statement.
The fraudulent memo, purportedly signed by the Clerk of the National Assembly and addressed to the Ethics and Anti-Corruption Commission (EACC) CEO, listed political figures allegedly nominated for cabinet roles.

It claimed former Education CS Fred Matiangโi, former Health CS Mutahi Kagwe, former Agriculture CS Peter Munya, ex-Nakuru Governor Lee Kinyanjui, and Anthony Mwaura had been nominated to lead the education, health, agriculture, water, and roads ministries, respectively.

Three of the namesโMatiangโi, Kagwe, and Munyaโwere former Cabinet members under President Uhuru Kenyatta, while the others were considered Uhuru allies with notable political ties.
The memo instructed EACC to conduct integrity checks on the nominees, citing constitutional requirements, and set a deadline of Monday, December 16, for completion.
โIn line with Chapter Six of the Constitution, the Commission is required to thoroughly vet the nominees for adherence to ethical and legal standards for public office,โ the forged document read.
Kenyaโs constitutional process mandates that the President selects Cabinet nominees, and submits their names to Parliament, which then tasks the EACC with integrity checks before commencing vetting procedures.
The timing of the memoโs circulation coincided with a December 9 meeting between President William Ruto and retired President Uhuru Kenyatta, fueling speculation about a potential move to integrate Uhuruโs allies into a broader coalition government.
However, statements from the two leadersโ communication teams indicated their discussions centered on matters of national and regional significance.
