Top Senior Govt Officials Resign on Same Day
Kenya National Highways Authority (KeNHA) Director General, Eng. Kungu Ndungu, has resigned just hours after his counterpart at the Kenya Rural Roads Authority (KeRRA), Philemon Kandie, also stepped down.
An internal memo issued by KeNHA on Friday, July 11, confirmed Ndunguโs immediate departure and announced that Eng. Luka Kimeli will serve as Acting Director General starting the same day.
“The Board of Directors at KeNHA accepts the resignation of Eng. Kungu Ndungu as Director General, effective July 11, 2025,” the memo stated.
“It also announces the appointment of Eng. Luka Kimeli as Acting Director General with immediate effect.”
No reasons were given for Ndunguโs resignation, but the board expressed full confidence in Kimeliโs ability to lead during the transition.
Ndungu, a seasoned civil engineer and business leader, had taken over the role in October 2021 following the retirement of former DG Peter Mundinia.
The near-simultaneous resignations of two top leaders in Kenyaโs road sector have sparked public speculation. Many Kenyans are questioning whether the timing is purely coincidental or politically motivated.

While both KeNHA and KeRRA have remained silent on the reasons behind the exits, Kandieโs resignation comes just days after being linked to the controversial June protests.
On July 2, a High Court petition was filed seeking Kandieโs removal from office. The petition accused him of misusing his position to channel public funds through shell companies allegedly tied to KeRRA contractors, which were then used to finance the unrest.
The petition also claimed that intelligence and investigative reports had traced logistical and financial support for the violent protests back to entities associated with Kandie.
According to the legal filing, Kandie violated multiple provisions of the Constitution, including abuse of office, misuse of public funds, and failure to uphold ethical standards under Chapter Six.
The petitioner demanded that Kandie be permanently barred from holding any public office due to alleged gross misconduct.
In the wake of Kandieโs exit, KeRRA announced that Jackson K. Magondu, Director of Planning, Design, and Environment, will step in as Acting Director General.
