Nairobi, March 28, 2025 — The Secretary General of the United Nations, António Guterres, has praised ODM leader Raila Odinga for his efforts to bring peace to South Sudan.

President William Ruto recently appointed Raila Odinga as Kenya’s special envoy to Sudan. Raila’s main task is to help stop the growing conflict in South Sudan, where tensions have been rising after the arrest of opposition leader Riek Machar.

Speaking to the media on Friday, March 28, Guterres said the situation in Juba, the capital of South Sudan, is very serious. He warned that if no action is taken, the country might fall back into war, undoing the peace deal signed in 2018.

The UN Secretary General said he fully supports the African Union (AU) and IGAD missions that are working to maintain peace in South Sudan. He also praised Raila Odinga’s leadership in trying to prevent a new civil war.

The Minister of Information, Michael Makuei, said intelligence reports show that Machar has been secretly organizing his SPLM/A-IO forces to start a new war. Machar was placed under house arrest on Wednesday, March 26, 2025.

Makuei said that since early March, Machar has been in contact with commanders of the SPLM/A-IO, urging them to rise against the government.

“Dr. Machar has been pushing his army and politicians to rebel so that elections are stopped and South Sudan returns to war,” Makuei told reporters on Friday.

The government also blamed Machar for a deadly attack on its forces in Nasir, Upper Nile State, on March 4, 2025. The attack was carried out by the White Army militias linked to SPLM/A-IO. Government forces lost their leader, Commander Majur Dak, in the attack.

According to Makuei, Machar’s forces continued to spread hate speech and tribalism to divide the country.

The government further accused Machar of ordering attacks on joint government forces in several areas, including Tonga, Nyaluak, Wunkur, Wathlel, and Rajaf on March 25, 2025. It is also reported that Machar ordered his troops in the training centers of Agutmakur and Panyier to withdraw without notice.

Many SPLM/A-IO leaders and commanders, such as Gen. Yiey Dak and Minister Pal Mai Deng, reportedly disappeared during this period.

To stop further attacks and protect peace in the country, President Kiir placed Dr. Machar under house arrest.

International Community Calls for Machar’s Release

The arrest has drawn attention from international organizations and foreign governments. The United Nations, African Union (A.U.), IGAD, and several Western countries have asked President Kiir to release Machar immediately.

South Sudan rebel leader General Stephen Buay Rolnyang on Monday, May 20, threatened to pull out from the high-level mediation for South Sudan taking place in Nairobi, citing an alleged assassination attempt on his life.

Rolnyang, who heads the South Sudan People’s Movement/Army (SSPM/A), claimed that there had been two attempts on his life within a single week.

Local South Sudanese media reported that General Rolnyang wrote to General Lazaros Sumbeiywo, detailing these assassination attempts.

President William Ruto, who chairs the high-level mediation team, had appointed Sumbeiywo as the chief mediator to facilitate peace between the South Sudanese government and the hold-out groups.

In response to the alleged assassination attempt, Rolnyang announced that he would recall his team back to South Sudan.

He alleges that associates of the Juba government had sent assassins to Nairobi to track and kill him.

Rolnyang stated, “The Juba security agents used Kenyan operatives wearing dark glasses. They came to the hotel and hid near the hotel toilets in the evening, holding pictures which likely included mine,” noting that this incident occurred on May 16.

“I spotted them, returned to my room, and immediately alerted the security,” he added.

The rebel leader claims that he reported the incident, but his complaints were ignored.

He further stated that on Sunday, one of the assassins from Juba visited him and confessed due to their familial connection.

Rolnyang disclosed that the only reason he wasn’t killed was because he had married into the family of the security agent sent to eliminate him.

He now fears that President Salva Kiir’s administration is not sincere about the peace negotiations.

“I, therefore, request that the SSPM/A/SSUNA team withdraw from the talks and be immediately evacuated from Nairobi back to where we came from,” he conveyed to Lazaros Sumbeiywo.

Peace negotiations between South Sudan’s government and the holdout groups are set to start on May 10 in Nairobi, marking a significant move towards ending the country’s ongoing disruptions to its rebuilding efforts. 

Extensive, discreet negotiations in Nairobi have bridged the gap between the South Sudanese government and the holdout groups, leading to progress in the talks.

Kenya’s mediation, headed by former army commander Lazurus Sumbeiywo, who successfully negotiated the 2005 Sudan Comprehensive Peace Agreement (CPA), may now lead to lasting peace.

 Most holdout groups, initially hesitant, have warmed to the Kenyan-led mediation after initial reservations.

The holdout groups initially refused to sign the 2018 peace agreement brokered by the Intergovernmental Authority on Development (Igad), which ended a civil war between President Salva Kiir’s government and various armed groups in 2013. Though the Catholic Church attempted to mediate in Rome, the dialogue collapsed last year.

Sumbeiywo recently visited Juba and met with President Kiir, announcing that the talks would commence shortly. Several holdout group representatives confirmed that their delegates had arrived in Nairobi for pre-talks consultations.

One holdout leader, Pagan Amum of the Real-SPLM, confirmed the talks will begin on May 10. Emmanuel Ajawin, chairperson of the National Democratic Movement Patriotic Front (NDM-PF), had initially expressed distrust in the talks led by Kenya’s president William Ruto, preferring the negotiations to be held in Rome.

However, President Ruto appointed Sumbeiywo to lead the talks in February, alleviating some distrust among those wary of President Ruto. Sumbeiywo’s discussions with President Kiir were productive, and he emphasized the need for South Sudan to focus on developing its institutions.

Most of the Real-SPLM delegation has arrived in Kenya, but Thomas Cirillo, the leader of the National Salvation Front (NAS), stated his group is still consulting with the Kenyan mediation team, not guaranteeing their participation in the talks. NAS advocates for a federal system of government and has been involved in sporadic skirmishes with government forces in Central Equatoria.

Negotiations between South Sudan’s transitional government and opposition groups, known as the Rome Initiative, were paused in March 2023 after the Juba delegation withdrew. President Kiir asked President Ruto to take over the mediation role in December 2023, citing slow progress in Rome.

The SPLM-IO, led by First Vice President Dr. Riek Machar, demands inclusion in the talks with the holdout groups, emphasizing their stake in the 2018 peace agreement and overall peace in the country. The SPLM-IO was displeased with Sumbeiywo meeting only with President Kiir in Juba.

The First Vice President faces pressure and concerns of isolation ahead of the December 2024 elections, as President Kiir continues to attract key SPLM-IO figures. Recently, over 150 SPLM-IO members defected to Kiir’s party in Unity State, citing mistreatment by the SPLM-IO leadership.

South Sudan’s Special Envoy in the talks, Albino Mathom, confirmed that President Kiir is ready to welcome his “brothers” back and engage in constructive dialogue.

Cabinet Affairs Minister Martin Elia Lomuro expressed that the government’s announced budget allocations are inadequate. He emphasized the need for substantial contributions from international partners, particularly in light of the substantial funds required for the electoral and constitutional-making processes, along with the ongoing economic crisis in a developing nation like South Sudan.

“We commit to transparently submit the detailed budget sheets to the region, continent as well as international countries and partners to study and decide areas each could consider assisting South Sudan in its endeavor for democratic transition in December 2024,” Elia said in Juba, South Sudan’s capital, during a plenary session of the peace monitors, the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC).

He mentioned that the government needs $40 million to draft a new constitution. However, a supplementary budget has been proposed, covering only 63 percent of the total amount needed.

Elia additionally mentioned that the projected funds needed to support the electoral process stand at $228.1 million. However, the government has managed to allocate a supplementary budget that will only address 15 percent of the overall required amount. This allocation is intended to cover various expenses, including the necessary security measures for the electoral process.

After gaining independence in 2011, South Sudan plunged into a violent civil conflict triggered by a political dispute between President Salva Kiir and his then-deputy, Riek Machar. The disagreement led to the loss of approximately 400,000 lives, as reported by the United Nations.

In 2018, a peace accord was signed by Kiir, Machar, and other political figures, bringing an end to the conflict.

Following the conclusion of the transitional phase, it is anticipated that a nationwide election will take place in December 2024.

On January 27th, President Ruto was presented with a roster of government representatives by President Kiir. The delivery was made by Presidential Special Envoy Albino Aboug in Nairobi. While participating in the Italy-Africa Summit in Rome, Dr. Ruto engaged in talks with Sant’Egidio officials and expressed Nairobi’s commitment to collaborating closely with previous mediators.

The anticipated return of both parties to the negotiating table in May 2023, two months following the government’s withdrawal of its delegation, did not materialize.

“The President of the Republic, His Excellency Salva Kiir Mayardit, after long consultations with some individuals, I think has accepted and agreed to ask his brother and his colleague and our neighbor, His Excellency William to host and mediate peace between the government of South Sudan and the holdout group called SOMMA in Nairobi,” he told the media.

Bakasoro elaborated that Kiir was eager to enter the elections alongside the involved factions, aiming to potentially gain political positions in the upcoming government.

The Minister also disclosed that President Kiir had provided an opportunity for the groups to participate in talks facilitated by Ruto, aiming to create a peace treaty.

Ruto is set to assume control of a Catholic organization in Rome, which was responsible for addressing the issue but was unsuccessful by the beginning of March.

President Kiir’s statement follows the conclusion of the term of a peacebuilding group in Sudan headed by Ruto by the Intergovernmental Authority for Development (IGAD).

IGAD disbanded the team following its submission of a thorough report on the Sudan crisis. The organization clarified that the report would be endorsed to promote the pursuit of enduring peace.

“The responsibility has now been handed over to IGAD and the African Union. Quartet has ended its role so there is no more quartet to this point. So, it is now the responsibility of IGAD and AU to take this process forward,” IGAD stated.

Ruto served as the Chair and headed the group comprising Kenya, South Sudan, Djibouti, and Ethiopia.

He secured his position in the middle of 2023, yet faced resistance from the Sudanese Armed Forces (SAF) who alleged his bias towards the Rapid Support Forces (RSF) and suspected his personal involvement in the conflict.
