State House Comptroller Sets Record Straight Over Ksh869 Million NMS Payment
Thursday, State House Comptroller Katoo Ole Metito appeared before the Public Accounts Committee (PAC) of the National Assembly to address questions about the payment of Ksh869 million to a medical company for projects in Nairobi.
During the administration of former President Uhuru Kenyatta, the Office of the President made payments for the construction of medical facilities in Nairobi under the Nairobi Metropolitan Services (NMS).
MPs, headed by committee chair John Mbadi, questioned why the OP made payments to the company even though it had not yet completed the construction of 19 hospitals in the city.
Metito verified in his response that the company was paid before the completion of the NMS projects.
However, he noted that the majority of the initiatives had been completed, with only three medical facilities remaining.
Metito asserted that the executive office already has plans in place to ensure that the facilities are completed on schedule and made operational.

“I wish to state that as of August 15, 2023, eight Level Three health facilities and eight Level Two hospitals had been completed and operationalized,” he provided the Committee with confirmation.
On the other hand, the State House official was also questioned about the over Ksh15.9 billion in outstanding invoices at the OP.
The auditor’s report disclosed that Ksh14.8 billion of the outstanding bills totaling Ksh15.9 billion were related to NMS.
On the other hand, the State House has pending legislation totaling Ksh1.1 billion.
The majority of the NMS pending account is comprised of payments for the various development projects completed by the defunct NMS, which assumed several county government responsibilities on February 25, 2020.
“Metito in his response noted that part of the pending bills had been settled noting that the delay was occasioned by budget cuts by the National Treasury,” according to Parliament.
