Speaker Kingi Stands Firm: Rejects Kuria & Kindiki’s Plea to Challenge Ruto’s Directive
Wednesday, June 14, Senate Speaker Amason Kingi denied the requests of Cabinet Secretaries Kithure Kindiki (Interior) and Moses Kuria (Trade) to avoid answering questions about their respective portfolios.
In his address to the legislature, Kingi explained that he had received letters from both CSs hours before the session was scheduled to begin and that he found their justifications unsatisfactory.
The duo’s request negated President William Ruto’s pledge that his government would be answerable to the public by answering parliamentary questions whenever requested.
The speaker disclosed that the CSs disregarded a second letter from the Clerk of the Senate instructing them to be present during the House Proceedings.
Kingi, therefore, directed that a Motion of Censure be enacted. And the matter be discussed on Thursday, June 15, during a special Senate Business Committee (SBC) meeting.

What is a Censure Motion?
A Motion of Censure is a motion that expresses disapproval. And is debated and passed by a majority vote in an assembly. After the members have voted, a decision is made to proceed with the matter.
“The Interior CS received questions 11 and 12. We received a letter informing the Senate that the CS will not be present to answer these questions today.
“That letter was deemed unsatisfactory, so the clerk sent another letter to the CS’s office informing him that he must be present today. Despite receiving this letter, CS did not comply. “Therefore, under Standing Order 51 (d), if a CS fails to appear and does not provide a satisfactory explanation for their absence, a motion of censure shall follow,” Kingi directed.
Laikipia Senator John Kinyua praised Kingi’s directive. Noting that the Senate had to reschedule the session twice because the CSs did not adhere to House procedure.
“I believe that the CSs are not taking this House seriously, so I would advise you to be firm during the SBC,” he stated.
In March 2023, Members of Parliament approved amendments to Standing Order 25A. Allowing a CS to elaborate on government policy, respond to questions, and provide reports on national issues.
On April 12, 2023, Kindiki appeared in Parliament as the first Cabinet Secretary in Ruto’s administration. To respond to pertinent questions from the House.
