    SHOCKING! Handcart and Wheelbarrow Owners to be SLAPPED with Number Plates Like Cars

    Owners of handcarts and wheelbarrows may soon be required to install and wear reflective number plates if a new proposal is approved. The proposal is part of a motion presented by Kileleshwa Member of County Assembly (MCA) Robert Alai to the Nairobi City County Assembly.

    On Tuesday, Alai introduced the motion, which aims to establish clear rules for registering and managing non-motorized transport. These include wheelbarrows, rickshaws, handcarts, carts pulled by animals, luggage trolleys, and tricycles.

    According to Alai, these new regulations are meant to improve safety and order in the cityโ€™s transport system.

    โ€œThis proposal seeks to deal with the increasing congestion and safety risks caused by the large number of non-motorized transport users. These modes of transport make up 45 percent of movement in the county, according to the UN Environmental Program,โ€ Alai explained.

    โ€œThe motion suggests that all non-motorized transport should have reflective number plates. It also recommends that operators must wear reflective jackets and obtain insurance to cover accidents and damages involving third parties,โ€ he added.

    The proposed regulations also focus on maintaining lane discipline, improving road safety, and ensuring that operators are trained on proper road use.

    If the motion is approved, operators will have six months to comply with the new rules. This period will start after the guidelines are fully implemented in partnership with the National Transport and Safety Authority (NTSA).

    Alai said that the motion supports Nairobi City Countyโ€™s larger goal of making urban transport safer, more organized, and inclusive for all road users.

    This proposal comes at a time when Nairobi Governor Johnson Sakaja recently announced plans to work with NTSA to create a transport monitoring center. On January 23, Sakaja stated that this center will ensure public service vehicle (PSV) operators follow traffic regulations and improve city transport.

    Sakaja said the monitoring center will oversee pick-up and drop-off points, enforce speed limits, and stop the practice of overnight parking at bus stops. Additionally, the center will regulate matatu operations and remove illegal bus stops.

    โ€œWith this center, we will make sure PSVs follow transport rules and bring order to our roads,โ€ Sakaja stated.
