Senators Challenge Ichung’wah: Demand Impeachment Motion for CS Kuria
Kimani Ichung’wah, the majority leader of the National Assembly, has been unanimously instructed by the minority and majority factions of the Senate to present a motion of impeachment against Public Service CS Moses Kuria.
Senators lodged complaints regarding Kuria’s purported interference in the impeachment hearing involving Governor Kawira Mwangaza of Meru.
CS Kuria had previously enumerated thirteen senators representing both the opposition and the government, alleging that they were being duped to secure Mwangaza’s fate.
”In fact, Mr Speaker, I agree with members of this house who have brought a motion of censure before to discuss the conduct of this particular minister because every given opportunity has done nothing but embarrass the appointing authority,” Majority leader Aaron Cheruiyot lamented.
The senator asserted that CS Kuria’s actions had significantly tainted the credibility of the President’s appointing authority.
”In fact, it is my submission, Mr. Speaker, that the earlier CS Moses Kuria is let off his duties, the better for this administration because in every single day, in every action that he undertakes, he continues to embarrass the President and the People,” Cheruiyot, Kericho Senator, added.
Other senators responded by cautioning that Kuria’s conduct was dubious and, as such, she ought to be returned home for allegedly tarnishing the president’s reputation.

“Moses Kuria is an incorrigible national shame. How much embarrassment does the president have to endure? If nothing is done about Moses Kuria, there is more embarrassment coming,” Nairobi Senator Edwin Sifuna lamented.
Moreover, Senator Otieno Kajwang of Homa Bay implored senators who were in alliance with the president to provide him with counsel regarding Kuria’s actions.
”Go and tell the boss that this guy is an embarrassment, not just to the government but to the republic of Kenya, he is an embarrassment to entire East Africa, the deals he has done have made Kenya look like a pariah,” stated senator Kajwang’
Senator Samson Cherargei of Nandi, on the other hand, implored the President to intensify the investigation into Transport CS Kipchumba Murkomen. A dispute has arisen between the two, with the Senator alleging that the CS marginalized his county about development affairs.
”He is in good company of CS Murkomen, who insults and belittles anyone & everyone but Kuria only tweets. But Murkomen is worse. He takes the mic and bullies, insults, and demeans the people and elected leaders even in funerals,” Senator Cherargei added.
Before this, Murkomen leveled tribalistic allegations against the senator, alleging that he requested the ministry to award contracts to contractors from the local community.
Speaker of the Senate Amason Kingi instructed the senators to submit a motion to the National Assembly that would commence the process of expelling Kuria.
”So Honourable Senators, if you feel indeed the behavior of the CS is unbecoming, then invoke the relevant standing orders,” Kingi stated.

”This is a house of action. Under the point of order that has been raised by the majority leader, I implore you senators to take full advantage of the standing orders to bring sanity to some of these CSs. You have the power under the law.”
CS Kuria was cautioned by Kingi on the initial day of Governor Kawira Mwangaza’s hearing regarding his remarks concerning senate proceedings.
Article 152 of the Kenyan constitution grants the President the authority to appoint CSs; however, the impeachment procedure is quite protracted, commencing with a motion for censure from the National Assembly, as stipulated in Clause 6 of the aforementioned article.
In the presence of two-thirds of the house, the assembly must vote in favor of the motion, which addresses serious misconduct, a crime committed under national or international law, or a flagrant violation of the Constitution.
After that, a verdict is reached following the investigation of the allegations levied against the CS by a committee of eleven members.
