Ruto Signs Supplementary Appropriations Bill Reducing Gachagua Budget
On Monday, August 5, President William Ruto signed the Supplementary Appropriations Bill, approving a plan to cut government spending by Ksh145.7 billion.
He was accompanied by Deputy President Rigathi Gachagua during the signing ceremony at State House.
The offices of the President and Deputy President will face significant spending cuts of Ksh6 billion in the 2024/2025 Financial Year.
The National Treasury will experience a Ksh7 billion budget reduction, and the transport sector, including road projects, will see a Ksh17.3 billion cut in recurrent expenditures.
Various medical services development projects will have Ksh6.9 billion trimmed from their budgets.
Ruto’s approval of the bill came just a week after the National Assembly passed it with amendments on July 31.

Hon. Ndindi Nyoro, the bill’s sponsor, informed Parliament that the Budgets and Appropriations Committee had lowered the expected budget from Ksh2.9 trillion to Ksh2.6 trillion on the revenue side.
“The budget under consideration is roughly Ksh 3.84 trillion. We have revised our revenue projections downward. Initially, we anticipated Ksh 2.9 billion, but we now expect to raise just over Ksh 2.6 trillion,” Nyoro explained to Parliament.
The Kiharu MP also confirmed budget cuts across all government arms: the Executive with Ksh 139.8 billion, Parliament with Ksh3.7 billion, and the Judiciary with Ksh2.1 billion.
“Budget cuts have been implemented across all levels of government. County governments will also lose Ksh 20 billion from their equitable share due to current financial realities,” he added.
The bill retained the Ksh18.7 billion allocated for converting Junior Secondary School interns to permanent and pensionable terms.
“As a member of the Education Committee, we confirm the conversion of 46,000 Junior Secondary School teachers to permanent positions and the employment of 20,000 additional teachers,” stated MP Timothy Kipchumba.
