Ruto Appoints James Kipsiele Tembur as National Youth Service Director General
In a recent development, James Kipsiele Tembur has been appointed as the Director General of the National Youth Service (NYS), as announced in a gazette notice dated December 19, 2023. His term is set to extend over three years, commencing from December 20, 2023.
The appointment, attributed to the authority vested by section 16 (1) of the National Youth Service Act, was made by William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces.
The official gazette notice states, “James Kipsiele Tembur to be the Director-General of the National Youth Service, for a period of three (3) years, with effect from the 20th December, 2023.โ

This selection follows a rigorous process in November, during which the NYS shortlisted five candidates for the position. These contenders underwent interviews on December 4, 2023, held at the NYS headquarters.
Among the applicants vying for the position were Njiri Nelson Mugweru, Anjere Alfred Tom, Nakitari Humphrey Okuku, and Mbaruku Moses Njeru.
Kipsiele Tembur had previously been serving in an acting capacity, assuming the responsibilities after Matilda Sakwa’s tenure concluded in April 2023.
His extensive experience and leadership during this interim period likely contributed to his successful appointment as the Director General of the National Youth Service.
