Revamped Stance: UDA MP Sylvanus Osoro Alters Tune on Housing Levy Amendment

The National Assembly Majority Whip, Sylvanus Osoro, changed his stance on President Willian Ruto’s housing tax on Monday, May 29.
Member of Parliament (MP) for South Mugirango recanted his earlier assertion that the bill would pass without amendments.

During an appearance on Citizen TV’s Daybreak program, the representative disclosed that the National Assembly would amend the contentious bill after soliciting feedback from stakeholders.

“It’s true that I predicted the bill would pass without amendments. “As majority whip, my job is to promote the business of the house from where I sit,” the lawmaker admitted.

He explained that, after consideration, it was determined that the proposal would be modified to reflect public opinion.

“When I address the National Assembly, I represent the government. The Housing Bill is a well-considered proposal, but we are still gathering feedback from all stakeholders.

“The bill is not set in stone, so we will amend it based on suggestions from interested parties,” he stated.

Osoro elaborated that the government’s 3% housing levy and new taxes contained in the Finance Bill 2023 constituted a proposal subject to review.

“This is why there is a public participation process. He reassured Kenyans, “We will review and amend where possible.”

The change of heart by Osoro occurred a day after President William Ruto announced that his administration would move forward with implementing the affordable housing program that will deduct 3% of Kenyans’ monthly salaries.

Ruto stated during a Thanksgiving ceremony in Busia County that the bill aimed to close the gap between the poor and the wealthy.

Sunday, May 28th, the Jua Kali sector and the Nairobi Market Traders Association endorsed his remarks.

“We will continue to contribute to the housing fund, and as a sector, we will transform the housing landscape in Kenya.

“Those opposing the Housing Fund are issuing statements from their homes in Lavington, Kileleshwa, and Karen,” they stated in support of the housing tax.
