    John Mbadi, nominated member of parliament and chairman of the Public Accounts Committee (PAC), raised the alarm on Friday, May 5, about the misuse of donor funds.

    Mbadi argued in a meeting with Charles Hinga, the principal secretary of the State Department of Housing and Urban Development, that the funds were intended for housing and the improvement of cities and municipalities.

    In addition, the committee identified glaring holes in the audited financial reports.

    A contractor spent Ksh64 million to build one kilometer of road in one of Bomet’s municipalities.

    “At the time of the audit, Ksh64,240,612 had been spent on the Chibirir-Bomet University Road improvement project. However, physical inspection revealed that the roadwork was incomplete,” the report stated.

    According to the auditor’s report before the committee, billions of dollars in mysteriously missing donor funds for other projects.

    Due to the exposรฉ, Mbadi instructed Hinga to be vigilant about financial management and to root out officers who divert donor funds for personal use.

    This occurred several weeks after the committee questioned the State Law Office under Attorney General Justin Muturi for spending Ksh45 million in donations.

    A European company reportedly donated the funds to the country to support the legal empowerment and service delivery program.

    However, Solicitor General Shadrack Mose stated that the funds could be accounted for and that the Auditor General had been provided with financial statements.
