PS Reveals Details of Secret Bank Account Used for Ruto’s Ksh 3B Event

On Thursday, March 21, Festus Ng’eno, the Principal Secretary for the Environment, revealed information about a distinct bank account utilized to collect Ksh3.9 billion in finances for the Africa Climate Summit (ACS) convened in September 2023.

In a meeting conducted by the Forestry and Mining Committee of the National Assembly, lawmakers aimed to ascertain the overall sum of money designated by the government for the Summit and assess whether these funds were effectively utilized.

One aspect of the committee’s function within Parliament is to examine the operations, initiatives, and policies of governance, evaluating their alignment with the intended goals.

During his presentation, PS Ng’eno disclosed that the government had sanctioned a budget totaling $28 million, equivalent to Ksh3.9 billion, for the occasion.

They established a collaboration with Pricewaterhouse Coopers Limited (PwC) to effectively handle the finances.

Turkana Central MP Joseph Emathe asked PS Ng’eno to furnish the Committee with a certificate confirming the final balance, aiming to ensure transparency in fund utilization.

A certificate of closing balance provides information about the remaining funds in an account following a designated timeframe.

“From your submission, we received money from various sources, donor funds, and Bilateral funds among others amounting to millions of dollars. I can see that other monies were not directly remitted to your account. How then can this Committee confirm the closing balance without a certificate?” Emathe questioned.

The PS mentioned that he was permitted by Treasury Cabinet Secretary Njuguna Ndung’u via a letter to open an account for the reception of the funds.

He stated that decisions concerning the Summit were made at the discretion of President Ruto.

“Kenya was allowed to host the Summit through the African Union (AU) the rights the Summit and this is because of the pivotal role played by the president on matters of environment and climate change,” he stated.

“Therefore, we were only beneficiaries in other African Countries. Hon. Chair I can confirm that the AU only supported the secretariat.”

The Summit, which took place in Nairobi from September 4 to September 8, 2023, sought to tackle the impacts of climate change both within Africa and on a global scale. Convened by leaders from across the continent, the summit resulted in the unveiling of the Nairobi Declaration, which represents Africa’s stance in the fight against climate change on the global stage.
