    President Ruto’s Move: UDA Secretary General and Advisor Granted Access to Cabinet Meetings

    Wednesday, June 27th, President William Ruto’s Cabinet decided to invite United Democratic Alliance (UDA) Secretary General Cleophas Malala and Economic Advisor David Ndii to cabinet meetings.

    Other government officials cleared for the meetings included National Security Advisor Monica Juma and Women’s Rights Advisor Harriette Chiggai.

    Chiggai was selected to represent women’s interests at meetings.

    President Ruto authorized the Advisor on Women’s Rights, Harriette Chiggai, to attend the meetings to put women’s issues at the forefront of his administration.

    Cabinet briefs stated, “National Security Advisor Monica Juma, Chairman of the Council of Economic Advisors David Ndii, and UDA Secretary General Cleophas Malala will also attend.”

    In his new position, Malala will be responsible for promoting the party’s platform in decision-making.

    The most recent change made by Ruto mirrors that of his predecessor, Uhuru Kenyatta, who permitted former Jubilee Secretary General Rafael Tuju to attend Cabinet meetings during his second term.

    As a Cabinet Secretary without a portfolio, Tuju was responsible for monitoring the performance of Cabinet Secretaries from an outside perspective.

    Ruto is likely to face opposition to his most recent decision. Article 152 of Kenya’s 2010 Constitution stipulates that the Cabinet consists of the President, Vice President, Attorney General, and CSs.

    The head of the public service and the secretary to the cabinet are also present.

    Other Choices

    Regarding outstanding bills, the cabinet approved the formation of a committee charged with verifying the Ksh481 billion owed by the National Government to suppliers and contractors.

    “The Committee will consist of the Attorney General, the Department of Public Works, the Department of Housing and Urban Development, and the Public Procurement Regulatory Authority.

    “The Ethics and Anti-Corruption Commission, the Law Society of Kenya, the Institute of Engineers of Kenya, and the Institute of Certified Public Accountants of Kenya will also be a part of it,” decided the Cabinet.

    The Cabinet of Ruto also approved the establishment of decentralized Attorney General and Department of Justice offices.

    This will ensure that services are affordable and accessible to the general populace, according to the document.
