President Ruto Makes Fresh Appointments in Gov’t
President William Ruto has reorganized leadership within crucial state boards and selection panels, indicating a new direction in governance that emphasizes experienced individuals to oversee vital sectors.
His recent appointments feature retired clergy, former MPs, and knowledgeable professionals in key positions across various institutions, highlighting his commitment to seasoned leadership for the transformation of essential entities.
One notable appointee is retired ACK Bishop Joseph Kagunda, assigned to lead the Anti-Doping Agency of Kenya for a three-year term.
Kagunda, a respected leader who directed the ACK Diocese of Mt. Kenya West until April 2023, is anticipated to spearhead efforts against doping, a long-standing challenge in Kenya’s sports arena. With over 145 athletes having been banned by the World Anti-Doping Agency, his leadership is timely as Kenya aims to regain its sporting reputation.
Another important appointment is former Machakos Town MP Victor Kioko Munyaka, who will serve as Chairperson of the Kenya Animal Genetic Resource Centre for three years. This marks his return to public service after two terms in Parliament. With experience in the Departmental Committee on Communication, Information, and Innovation, Munyaka is expected to leverage his extensive background to modernize the center and enhance the agricultural sector.

Joseph Kipchumba Lagat, a former Eldoret East MP from KANU, has also been named Chairperson of the National Mining Corporation for three years. As mining emerges as a significant economic driver, Lagat’s leadership will be crucial in developing policies to improve Kenya’s resource management. His past parliamentary experience is expected to facilitate industry growth and attract investment.
In a calculated decision, President Ruto appointed Silas Otieno Jonyo as the Chairperson of the Council of the Kenya Institute of Mass Communication for three years. Jonyo will be responsible for training media professionals as the industry rapidly adapts to digital changes and the public’s demand for prompt and precise information.
The president has also designated James Ndungu Mureu to lead the Micro and Small Enterprises Authority. Mureu, who previously served as the Vice President of the Kenya National Chamber of Commerce and Industry, brings significant expertise in entrepreneurship and business management to this three-year role.
Additionally, Elizabeth Chesang, a long-time advocate for individuals with disabilities, has been appointed to a panel responsible for selecting a new SRC commission. She will help recruit new members for the Public Service Commission while continuing her role as Chairperson of the National Council for Persons With Disabilities.
Joining her on the panel are Arthur Osiya Oscar Eredi, Prof. Nura Mohammed, Grace Wairimu Kamau, Ruth Wambeti Ruraa, and Nancy M. Butama. This panel’s mission is to appoint a new Vice-Chairperson and members to succeed the former PSC Chairperson Lyn Mengich, whose term concluded in August.
