A member of the Parliamentary Service Commission (PSC), Johnson Muthama, has made an allegation that funds allocated to civil servants are being used to fund government programs.

The former senator from Machakos further disclosed to the media on Monday that high-ranking officials in both the commission and Parliament were personally financing the petrol for government vehicles

He provided an example in which he spent Ksh20,000 on petroleum and even presented the receipt as evidence to support his claim. 

The financial challenges were ascribed by the former chairman of the United Democratic Alliance (UDA) to unpaid invoices that remained from the administration of former President Uhuru Kenyatta.

Specifically, he noted that since Uhuru’s retirement, the cost of constructing Bunge Towers, which will house offices for Members of Parliament, had multiplied. 

Additional Parliament structures that were initiated in the Karen Estate during the Uhuru regime remained incomplete as well.

Hence, he maintained that the fiscal challenges necessitated an explanation from the previous administration. President William Ruto’s allies, according to Muthama, must establish an inquiry commission to address the matter.

“You people do not know what we are going through as a country. It is not easy. Sometimes we do not even have money to pay our staff and facilitate our drivers. I will show you that I pay for fuel,” he stated while holding receipts from a petrol station.

However, he pointed out that the Parliamentary Service Commission was compelled to implement budgetary reductions, further stating that the fiscal climate in the nation prevented it from initiating any initiatives.

Uhuru retaliated by denouncing the present administration’s inability to fulfill its commitments to the Kenyan people. The former president claimed that he was being used as a scapegoat by the current administration because they had failed in their positions.

“Tomorrow when women fail to give birth they will say Uhuru did it. I don’t know, but I am used to it,” the former Head of State stated during a church service in Machakos County on November 19.
