MP Ejected: Embakasi East Rep Babu Owino to Miss 4 Sessions
The Member of Parliament for Embakasi East will be absent from four parliamentary sessions because he was ejected from the chamber by Deputy Speaker Gladys Boss Shollei.
The outspoken Member of Parliament was expelled following a disruptive incident during deliberation about the leadership of the Kenya Young Parliamentarians Association (KYPA).
Owino provoked the Deputy Speaker’s anger when he stood up to raise a point of order and began yelling at her while he challenged the lineup put forth in the parliamentary session for KYPA leadership.
Shollei, maintaining a composed demeanor, cautioned the Member of Parliament about his unruly behavior and instructed him to express remorse, highlighting that it violated parliamentary regulations to raise one’s voice at the Speaker.
“Babu Owino you are out of order. You do not shout at me. You better withdraw your remarks,” Shollei ordered.
Unwilling to yield, the Member of Parliament persisted in verbally interacting with the Speaker while displaying signs of restlessness through their gestures.
MP David Kiplagat intervened in a heated exchange with Owino as he defended Shollei.

To avoid the situation escalating, the Deputy Speaker informed Kiplagat that his behavior was inappropriate.
Additionally, she mentioned that assistance wasn’t necessary since she successfully managed to de-escalate the scenario.
Given that Babu Owino declined to follow instructions from Shollei, the Deputy Speaker representing Moses Wetangula had no choice but to provide the legislator with a final caution.
The elected representative from the Orange Democratic Movement (ODM) disregarded the final caution and persisted in shouting at Shollei.
“Babu Owino, I will read you Standing Orders 107 and 107a. If a member commits an act of disorderly conduct, creates disorder, or knowingly raises a false point of order or unnecessarily interrupts proceedings the Speaker may caution the member or order the member to leave the assembly for 4 days,” she read.
Therefore, the Sergeants at Arms were summoned to accompany him out of the parliament premises. Babu Owino garnered backing from Azimio coalition lawmakers who jeered at the Sergeants at Arms while they carried out their duties.
“Do not come to the precincts of parliament for four days,” he received his marching orders.
