Mozambique-Kenya Prisoner Swap Agreement Reached

On Wednesday, the Kenyan government agreed with Mozambique to facilitate the exchange of individuals who have been convicted and sentenced between the two countries.

In an official declaration, Alfred Mutua, the Cabinet Secretary for Foreign Affairs, affirmed that an accord had been achieved with Veronica Macamo, the Foreign Minister of Mozambique. The objective of this agreement is to create a streamlined procedure for the transfer of individuals who have been found guilty, to ensure effective collaboration between the two nations.

This arrangement is a component of a wider Joint Permanent Commission for Cooperation (JPCC) established between Kenya and Mozambique.

Furthermore, the two nations have reached a shared understanding regarding legal cooperation for criminal affairs. This signifies that should a Kenyan national be accused in a criminal inquiry in Mozambique, the Ministry of foreign affairs will promptly furnish all necessary details concerning the situation as requested.

If a Kenyan citizen gets arrested in Mozambique, a similar gesture of courtesy will be offered.

The prior understanding reached in criminal investigations will serve as a preliminary step for the seamless extradition of convicted individuals.

This marks the administration of Ruto securing its second similar agreement in the recent past. Back in March 2023, the cabinet authorized an arrangement among Kenya, China, and Italy, aimed at streamlining the process of extraditing lawmakers.

Aside from the extradition agreement and legal assistance for criminal inquiries, Kenya additionally solidified six formal cooperative tools that will enhance cooperation.

They include; the blue economy, public service training, energy, defense, and agriculture.

“I called upon the respective Ministries to work collaboratively and exert more effort on fast-tracking action and implementation of the agreed areas of cooperation by putting in place robust follow-up, monitoring, and evaluation mechanisms to review the progress on the deliverables agreed upon,” Mutua stated during the signing of instruments of cooperation.

Throughout history, Kenya and Mozambique have maintained friendly and cooperative diplomatic ties. Kenya, situated in East Africa, is the residence of more than 4,000 individuals from the Makonde community, whose ancestral origins can be traced back to Mozambique.

In 2016, the ex-President of Kenya, Uhuru Kenyatta, acknowledged the group as the 43rd ethnic group of Kenya, which cleared the path for them to acquire citizenship status cards.
