Mbadi, Joho, Wandayi Nominated as CSs in Ruto’s New-Look Cabinet
On Wednesday, July 24, President William Ruto nominated the second batch of cabinet secretaries, whose names will be forwarded to the National Assembly for vetting.
The nominees include John Mbadi for National Treasury, Salim Mvurya for Investment Trade and Industry, Rebecca Miano for Tourism and Wildlife, Opiyo Wandayi for Energy and Petroleum, and Kipchumba Murkomen for Youth Affairs, Creative Economy, and Sports.
Other appointments were Hassan Joho for Mining and Blue Economy, Alfred Mutua for Labour and Social Protection, Wycliffe Oparanya for Cooperatives and MSMEs Development, Justin Muturi for Public Service, and Stella Lang’at for Gender, Culture, Arts, and Heritage.
The Orange Democratic Movement (ODM) emerged as the largest beneficiary in these nominations, securing several key positions in Ruto’s cabinet.
This was surprising given an earlier statement by ODM that its members would not participate in Ruto’s cabinet.
In this lineup, ODM Chairman John Mbadi will oversee the National Treasury, while deputy party leaders Joho and Oparanya will manage the Mining and Cooperative sectors, respectively.

Furthermore, Ugenya MP Opiyo Wandayi will need to step down from his role as National Assembly Minority Leader to assume the position of Energy and Petroleum, previously held by Davis Chirchir.
Notably, former Public Service CS Moses Kuria and several others from Ruto’s previous cabinet, including Zachary Njeru (Water and Sanitation), Ezekiel Machogu (Education), Njuguna Ndung’u (Treasury), and Aisha Jumwa (Gender), were not renominated.
On Friday, July 19, President Ruto announced the first batch of cabinet secretaries and the Attorney General nominees.
These included Prof. Kithure Kindiki for Interior and National Administration, Alice Wahome for Lands, Public Works, Urban Development and Housing, and Davis Chirchir for Roads and Transport.
Additional nominees were Dr. Debra Mlongo Barasa for Health, Julius Migosi Ogamba for Education, Dr. Andrew Mwihia Karanja for Agriculture and Livestock Development, Eric Muriithi Muuga for Water, Sanitation and Irrigation, and Margaret Nyambura Ndung’u for Information, Communication and Digital Economy.
Former Garissa Town MP Aden Duale was initially nominated for the Defence docket, while Soipan Tuya was set for the Ministry of Environment. However, on Tuesday, July 23, President Ruto swapped their nominations.
If approved, Duale will now be the new Environment CS, and Tuya will take charge of the Defence docket.
