Kisii MCAs In Near Fist Fight Over Motion To Impeach Deputy Governor
On Wednesday, there was a fervent discussion among members of the Kisii County Assembly as they formally introduced a motion for the impeachment of Deputy Governor Dr. Robert Monda.
The enraged MCAs affiliated with the ODM party, backing the removal of the Deputy Governor, engaged in a confrontation with their counterparts from Kenya Kwanza. Members of the UDA faction urged the Speaker to reject the Bill, claiming it was politically motivated.
“We realized that that motion, whose notice was given last week on Tuesday, is completely different from the motion that was tabled,” said Bokimonge MCA Amos Onderi.
Supporters of the proposal are seeking the removal of Dr. Monda over allegations of misconduct in his position.
“His conduct can only be described as gross misconduct. His conduct lies in the base of values and principles of governance enshrined in Articles 10 and 2 of the Constitution,” said Nominated MCA Carren Magara.
The Speaker was forced to eject some members, as the debate turned chaotic.
“It is therefore upon this House to conduct public participation within 7 days on which this motion on the removal of office on the way of impeachment shall proceed,” Speaker Phillip Nyanumba said.
The challenged Director-General is anticipated to justify himself next week regarding accusations directed at him.

In the proposal submitted on Thursday, DG Monda faces allegations of misconduct and breaching the Constitution.
On Monday, a majority of 51 out of 69 Members of County Assembly (MCAs) endorsed the motion to oust the deputy governor, who has conflicted with Governor Simba Arati.
He stands accused of allegedly accepting a payment of Ksh.799,000 from Dennis Mokaya, who sought to obtain employment at the Gusii Water and Sewerage Company (GWASCO).
It’s reported that the funds were transmitted in installments to the deputy governor, with an additional amount hand-delivered to his office at the Gusii stadium.
It’s claimed that Dr. Monda also purportedly transferred Ksh.100,000 to the GWASCO manager, but the amount was later refunded to him.
Following his failure to secure the job, Mr. Mokaya allegedly informed the Directorate of Criminal Investigations (DCI) that the deputy governor had issued threats against him.
While reading out the allegations contained in the impeachment motion, Speaker Nyanumba also cited misuse of office by the deputy governor who is said to be using county security personnel as farmhands among other accusations.
