    Inside the Ruto-Raila 10-point agenda

    Kenya’s President William Ruto and ODM leader Raila Odinga have signed a major political agreement to promote national unity and solve governance challenges. The deal is based on a 10-point agenda and includes key constitutional changes.

    Key Points of the Agreement

    The agreement aims to implement the National Dialogue Committee (NADCO) report, which recommends creating the Office of the Official Opposition Leader and reinstating the Prime Minister’s position. This deal signals a major shift in Kenya’s political landscape, as Ruto and Odinga have been political rivals for years.

    Their commitment focuses on solving urgent national issues, including governance, devolution, and economic challenges.

    Strengthening Inclusivity and Devolution

    The pact seeks to promote inclusivity, ensuring all communities have equal opportunities, as outlined in Article 27 of the Constitution. It also aims to resolve funding challenges faced by county governments, ensuring equitable resource distribution, as per Article 17.

    Fighting Corruption and Upholding Integrity

    A major part of the agreement is the fight against corruption. Chapter 6 of the Constitution emphasizes integrity in leadership, but corruption remains a major issue. The pact commits to enforcing accountability measures and strengthening anti-corruption laws.

    Defending Democratic Rights

    The right to protest and petition, guaranteed by Article 37, has often been restricted. The agreement promises to protect these rights, especially after recent protests over governance issues. Additionally, the leaders pledged to promote transparency in public finance management to curb waste and mismanagement.

    Addressing Youth Concerns and Unemployment

    The pact also responds to youth frustrations, which led to widespread protests in 2024. Many young Kenyans are unemployed or underemployed, and the agreement aims to create better opportunities through economic reforms.

    Restoring Trust in Institutions

    There has been growing criticism of government interference in the Judiciary. The deal seeks to strengthen judicial independence and uphold constitutional principles.

    Will the Pact Succeed?

    Legal expert Steve Ogolla welcomed the agreement but warned that success depends on real commitment. “Inclusivity and rule of law must be more than just words. They need real action and political will,” Ogolla said.

    While the Ruto-Odinga pact brings hope for political reconciliation, its success will depend on proper implementation. Many past agreements have failed due to lack of follow-through. However, if fully implemented, this deal could lead to a more inclusive and accountable Kenya.
