IG Koome, DCI Boss Mohamed Amin Summoned Over ‘Abduction’ Of Governor Sakaja’s Aide
On Monday, court appearances are mandatory for the Directorate of Criminal Investigations and the Inspector General of Police.
They have been called upon to explain the reluctance to release Osman Khalif, an associate to Nairobi Governor Johnson Sakaja.
Justice Chacha Mwita appointed the highest-ranking representatives of Koome and Amin to appear in court on the specified date in their absence.
“I direct the IG or his most senior representative and the DCI or his senior-most representative to appear in court on November 20 at 10 am and show cause why Osman should not be released from captivity in compliance with court directions issued earlier,” the justice said.
The directives were issued after Osman’s wife, via her legal representative, stating that the alleged abductor’s vehicle was located at a police station.
The court also ordered the mall or its proprietors where the alleged abduction occurred to provide Osman’s wife and the court with the November 10 CCTV footage that captured the events leading up to Osman’s abduction as well as the subject vehicle’s movement.

Additionally, Safaricom was ordered by the judge to provide car parking records of the subject motor vehicle to Osman’s wife and her legal team.
This must be completed within the following twenty-four hours.
The Judge observed that the Inspector General has made no effort to adhere to the directives he issued on Thursday.
In mandating their Monday court appearance, the judge stated that court orders are not and should not be rendered in vain.
Khalif Abdi was allegedly abducted on November 10. On Thursday, the High Court issued an order requiring the Attorney General and the Director of Public Prosecutions to appear in court in connection with the case.
On November 17, Justice Chacha Mwita ordered the two to appear before the former South C MCA Osman in Milimani or another court.
“Show cause why the aforementioned Osman should not be released” if this is not the case.
