A statement from the Office of the Controller of Budget has disclosed that during the period from July to September 2023, a total of Ksh2.2 billion was utilized by President William Ruto.

In the initial three months of the 2023/34 fiscal year, the State House allocated Ksh1.5 billion in its expenses, whereas the Executive Office of the President (OP) utilized Ksh619.16 million, as stated in the Budget Implementation Review Report.

As outlined in the report, the majority of the funds were allocated towards paying the salaries and compensating the staff across different offices.

The State House reportedly utilized Ksh687.53 million, while Ruto’s office expended Ksh320.51 million specifically for its staff.

“Compensation to Employees includes basic salaries for permanent employees, wages for temporary employees, and personal allowances paid as part of the salary, among other payments to staff.,” detailed the report.

“The total expenditure under compensation to employees for the entire government was Ksh120.99 billion, representing 37.7 percent of the Ministerial gross recurrent spending.”

Travel

State House allocated Ksh73.78 million for local travel expenses, while Ksh2.81 million was specifically designated for international travel.

In the meantime, the President’s Office spent Ksh8.02 million on local travel, whereas Ksh6.56 million was allocated to expenses for travel abroad.

Purchase of New Vehicles

Over a span of three months, the President’s Office allocated Ksh2.63 million towards acquiring and refurbishing vehicles.

State House did not record any expenditure in this category.

Concerning vehicle upkeep, the Office of the President utilized Ksh2.63 million, whereas the State House incurred expenses totaling Ksh300,000.

Hospitality

In the hospitality sector, the Office of the President incurred the greatest expenses, totaling Ksh61.37 million, whereas the State House expenditure amounted to Ksh3.34 million.

Fuel

The President’s Office incurred the highest expenses on fuel and similar lubricants, totaling an estimated Ksh3.84 million.

Other Expenditures

Rent

The individual/group spent Ksh24.84 million on leasing produced assets, while the State House reported no expenses in this particular area.

Training

OP invested an additional Ksh4.23 million in staff training, while the State House did not register any spending on training.

Utilities and Supplies

The State House had the highest expenses on utilities and supplies, totaling Ksh12.6 million, while the OP’s spending on supplies amounted to Ksh5.52 million. Additionally, the OP had a significant expenditure of Ksh176.6 million classified under other expenses.
