    How IEBC Employees Used Fake KCSE & Degree Certificates to Make Ksh35 Million

    How IEBC Employees Used Fake KCSE & Degree Certificates to Make Ksh35 Million

    Four former officials of the Independent Electoral and Boundaries Commission (IEBC) are under investigation for using fake certificates to get jobs at the electoral agency. Reports show that they earned over Ksh35 million through fraudulent means.

    One of the officials, whose details were made public by the Ethics and Anti-Corruption Commission (EACC) on Friday, allegedly used a forged Kenya Certificate of Secondary Education (KCSE) and a fake university degree to secure a job as a Clerical Officer at IEBC.

    According to the EACC, an investigation was launched after a complaint was filed. The complaint raised concerns that the officialโ€™s academic documents were not authentic.

    “The Commission received a report that an IEBC employee had forged a KCSE certificate from Namboboto Secondary School and a degree from Egerton University to obtain employment as a clerical officer,” stated an EACC notice.

    After looking into the matter, EACC found that the Kenya National Examinations Council (KNEC) and Egerton University had no records of the suspect attending their institutions or sitting for the claimed exams.

    Additionally, the suspect misled their employer by submitting false academic details in personal records. As a result, the official fraudulently earned Ksh13,022,402 in salaries.

    Following these findings, the EACC advised the Director of Public Prosecutions (DPP), Renson Igonga, to charge the suspect in court. The DPP reviewed the case and approved prosecution on December 18, 2024.

    The commission also suggested filing a civil case to recover the Ksh13,022,402 that the suspect unlawfully earned.

    Another suspect under investigation is an Assistant Election Officer who also used fake academic papers to gain employment at IEBC.

    “The Commission received a report that an IEBC employee used a forged KCSE certificate from St. Claire Girls Secondary School to get a job as an assistant election officer,” the EACC stated.

    Upon investigation, KNEC confirmed that the certificate was fake. This suspect fraudulently earned Ksh11,650,056 in salaries while working at the commission.

    A third individual is also being investigated for using fake academic credentials to secure a job at IEBC.

    The commission found that the suspect submitted a forged KCSE certificate from Naari Secondary School to be hired as an Assistant Election Officer, a position that requires a valid KCSE certificate.

    EACCโ€™s investigations revealed that the certificate was not genuine. During their time at IEBC, the suspect unlawfully earned Ksh11,166,582 in salaries.

    On October 7, 2024, the EACC compiled a report and sent it to the DPP, recommending charges against the suspect. The proposed charges include fraudulent acquisition of public property, as stated in Section 45 (1) (a) and Section 48 of the Anti-Corruption and Economic Crimes Act (ACECA), as well as forgery, under Section 345 and Section 349 of the Penal Code.

    EACC formally submitted the file to the DPP, who reviewed the evidence and approved prosecution on November 28, 2024, confirming that there was enough proof to charge the suspect in court.
