    Gov’t To Allocate Ksh.250M For Industrial And Aggregation Parks To Remaining 29 Counties

    President William Ruto announced that the federal administration plans to provide Ksh.250 million as a grant to the remaining 29 counties for the establishment of County Industrial and Aggregation Parks (CAIPs).

    On Monday, during the tenth Inter-Governmental Summit at State House Nairobi, Ruto mentioned that the grant would be provided via the supplementary budget within the financial year of 2023/24.

    “We also aim to fast-track the signing of financing agreements for negotiated programs like Kenya Urban Support Programme II, facilitating inclusion in the Additional Allocation Bill 2023/24,” the president added.

    CAIPs are being established through a collaborative financing arrangement, with both the national and county governments contributing Ksh.250 million each.

    President Ruto described them as a symbol of effective collaboration between governments to facilitate change throughout various sectors.

    “We are united in the vision that the CAIPs shall propel local economic growth, ensuring value addition, market linkages, and industrialization,” he said.

    Moreover, President Ruto directed the Intergovernmental Relations Technical Committee (IGRTC), responsible for evaluating constitutional devolved functions, to extensively involve pertinent parties to prevent disputes and contentious legal battles in court.

    The examination involved breaking down functions and pinpointing legislative actions required to enable those functions and ensure the provision of essential resources.

    “I shall therefore require them to engage with the stakeholders for a further two months to validate and approve the reports before they are gazetted. The Office of the Attorney General is also directed to work very closely with IGRTC on this matter,” President Ruto stated.

    Deputy President Rigathi Gachagua, Prime Cabinet Secretary Musalia Mudavadi, Ann Waiguru, the Council of Governors chairperson and vice-chair of the summit, along with governors and speakers from the National Assembly and the Senate, were present at the meeting on Monday.

    The attendees included the heads of the ruling party in Parliament, the Attorney General, as well as cabinet secretaries and principal secretaries.
