Govt Orders Mandatory Registration for Short-Term Accommodation Amid Rising Femicide Cases

The government has responded to the rising cases of femicide in the nation by implementing measures. A directive has been issued mandating that all short-term accommodation rentals must register with the Tourism Regulatory Authority (TRA).

In a communication from Interior Principal Secretary Raymond Omollo and Tourism counterpart John Oltuua, they disclosed that the registration procedure aims to guarantee that every lodging facility adheres to the utmost standards of safety and security to accommodate guests.

“Starting from 5th February 2024, National Government Administrative Officers (NGAOS), in collaboration with the TRA, will commence stringent inspections of all registered properties,” read the statement in part.

“We will subsequently coordinate with booking platforms to restrict unregistered rentals and further institute severe penalties, including fines and revocation in cases of non-compliance.”

In compliance with the instructions, security personnel must document the identification information of every person entering this facility and maintain the records temporarily.

They will also be mandated to document the visitors’ entry and exit times.

“These measures mandate the installation of CCTV surveillance systems, ensuring that the recording of footage remains consistently up-to-date,” the Interior PS stated.

As per the Public Safety guidelines, it is recommended that resident associations collaborate closely with law enforcement entities to enhance policing by exchanging information, conducting joint inspections, and coordinating responses to any breaches of safety standards.

Those involved in the short-term rental industry were encouraged to follow the recently implemented regulations, recognizing their legal and moral duty to establish a secure environment for everyone.

The ministry also urged heightened public consciousness and collective efforts from various stakeholders, such as the government, communities, individuals, and international entities, to combat the rising incidents of violence against women.

“The Director of Criminal Investigations has formed a dedicated team to tackle cases of femicide, and with rigorous enforcement, our goal is to foster a safer space for everyone,” read the statement by PS Omollo in part.

On the 27th of January, demonstrators and female advocates expressed their concerns over the increasing number of homicide incidents in the nation. They called upon the government to enforce regulations in the lodging industry, expedite legal proceedings, and enhance overall security measures.
