Govt Introduces Unique Personal Identification Number for Birth and Death Certificates: How it Works
Interior Cabinet Secretary Kithure Kindiki, on Thursday, May 16, unveiled a Unique Personal Identification (UPI) number, which will now be utilized in the process of issuing birth and death certificates.
In a legal notification, Kindiki disclosed amendments made to the Births and Deaths Registration Act.
The Births and Deaths Registration (Amendment) Rules, 2024, specify that each individual will have a singular UPI number throughout their lifetime.
According to the legal notice, “The registrar shall assign each distinct entry a unique personal identification number.”
It further stated, “The same unique personal identification number assigned during a personโs birth registration will be utilized as the unique personal identification number during the registration of their death.”
Acknowledging the introduction of the UPI number, Kindiki instructed that the register of births and deaths be maintained by a registrar in areas where registration is compulsory.

Furthermore, the register will be kept in both loose-leaf and electronic formats, containing all necessary particulars.
Regarding areas where registration is not compulsory, Kindiki directed that the register of births and deaths be in the form of a register book and electronic register.
Additionally, Kindiki confirmed the proposed adjustments to the fees for obtaining birth and death certificates, which were suggested in March 2024.
The cost of a Certification of Current Birth will now be Ksh200, up from Ksh50.
Late registration of birth and death certificates will now incur a fee of Ksh250, increased from Ksh150.
Conversely, the re-registration of birth certificates will see a fee rise from Ksh90 to Ksh1,000.
