Govt Increases Penalties For Water-Related Offences In New Proposal
Nine water companies have suggested significant fines for individuals in Kenya who engage in various offenses related to water usage and connections.
In several announcements released on Wednesday, water companies suggested more severe penalties for unauthorized water connections and other violations.
Under the revised proposal, there will be a Ksh 30,000 penalty for unauthorized domestic water connections, an increase from the existing Ksh 15,000.
The proposals involve nine companies, namely Amatsi Water Services, Gatamathi Water & Sanitation, Gatanga Water & Sanitation, Kikuyu Water, Kitui Water & Sanitation, Murang’a West Water & Sanitation, Nithi Water & Sanitation, SIBO Water & Sanitation, and Tachasis Water & Sanitation.
Besides the penalty of Ksh30,000, individuals in Kenya discovered to have established unauthorized water connections in their residences will be responsible for covering the expenses accrued throughout the entire procedure.
Conversely, unauthorized connections incur a fine of Ksh100,000 for companies, industries, and construction sites.
Unlawful linking of homes to sewer systems will result in a penalty of Ksh30,000, whereas a proposed fine of Ksh100,000 is suggested for illegal sewer connections in industrial facilities.

“Self-reconnection after the cut-off for non-payment will attract a Ksh5,000 fine and billing to be backdated from the date of cut-off,” read the notice in part.
In the meantime, charges for water connection ranged from Ksh2,500 to Ksh15,000, with the specific amount determined by the size of the pipe.
On the flip side, the cost of exhaust system maintenance will range from Ksh4,000 to Ksh7,500.
It was clarified that the rationale behind the updated fees was driven by the imperative for companies to operate with increased efficiency and extend water services to a larger population in Kenya.
“The WSPs propose a tariff adjustment review to enable the water utilities to operate at full cost recovery for sustainable provision of water services and meet conditions necessary for improving service delivery which include among others, minor investments,” read the notice in part.
Residents of Kenya who are covered by the nine companies are encouraged to share their opinions on the upcoming proposals during the nationwide sessions scheduled from February 21 to 26.
