Govt Begins New Charges for IDs, Passports, Birth Certificates
Kithure Kindiki, the Interior Cabinet Secretary, has implemented updated fees for various government services, such as the issuance of replacement IDs, passports, as well as birth and death certificates.
Individuals in Kenya who wish to acquire or renew certificates must adhere to the revised fees introduced in November 2023 through a Gazette Notice and make the necessary payments accordingly.
In a memorandum directed to section leaders, county coordinators, national registry officials, and sub-county registrars, Kindiki pointed out that the implementation followed the conclusion of a public engagement procedure conducted from November 14, 2023, to December 5, 2023.
“You may recall that the effective date for implementing these charges was January 1, 2024. However, the said charges were to be subjected to public participation before taking place,” Kindiki stated.
“The purpose of this circular is therefore to inform you that from March 1, 2024, the revised charges, fees, and levies take effect and all our services will be charged accordingly.”
According to the updated fees, those seeking an ID card will now be required to pay Ksh300, whereas these services were formerly offered at no cost. The cost of replacing an ID card has been increased to Ksh1,000, compared to the previous fee of Ksh500.
To acquire a birth or death certificate, individuals must now submit Ksh200, marking an increase from the original fee of Ksh50. Additionally, late registration for births or deaths will incur a fee of Ksh500, up from the previous charge of Ksh150.
Individuals wishing to avail themselves of passport services will need to accommodate the recently increased fees, which have risen by 75 percent. Kenyan citizens will now be required to pay Ksh7,500 for a standard 34-page passport booklet, and Ksh9,500 for the 50-page counterpart.

On the contrary, the earlier cost for obtaining a 34-page brochure was Ksh4,500, while a 50-page document was priced at Ksh6,000.
The charges for an ordinary 66-page booklet increased from Ksh7,500 to Ksh12,500.
Conversely, the expense for the replacement of lost passports has increased to Ksh20,000 from the previous Ksh12,000. Individuals in need of a replacement for a damaged passport will now incur a fee of Ksh20,000, as opposed to the initial charge of Ksh10,000. Furthermore, acquiring an expedited passport will come with a new cost of Ksh30,000.
Under the updated fee schedule, reclaiming citizenship following renunciation will necessitate a payment of Ksh50,000, marking a significant rise from the prior fee of Ksh5,000. Likewise, renouncing citizenship or obtaining citizenship for a spouse from East African Community countries will also incur a fee of Ksh50,000.
The new fee for a one-time entry visa is $100 (equivalent to Ksh14,458), up from the previous $50 (Ksh7,229). For a multiple-entry visa, the revised cost is $500 (Ksh72,290), a significant increase from the original $100 (Ksh14,458).
Individuals seeking permanent residence for children born outside of Kenya will now be required to pay Ksh750,000, an increase from the previous amount of Ksh500,000. Similarly, spouses of Kenyan citizens applying for permanent residence will now have to pay Ksh150,000, up from the previous fee of Ksh50,000.
The action is intended to support the government’s goal of increasing revenue collection to Ksh2.6 trillion in the ongoing fiscal year 2023/24.
