Exclusive: Leaked Document Reveals Controversial Pay Increase for State Officers; SRC Issues Response

Members of County Assemblies (MCAs) will be among the primary beneficiaries of salary increases for the 2023/2024 fiscal year, according to leaked notes from a top-secret meeting.

According to the SRC-logoed notes obtained by GossipA2Z, the County Assembly speakers will benefit the most from the proposed Ksh70,000 salary increase over the next two fiscal years.

A representative from SRC disclosed to GossipA2Z that the salary increase would apply to all state officers beginning with the fiscal year 2023/2024.

Currently, the county speakers receive a gross monthly salary of Ksh525,525, which is anticipated to increase to Ksh562,312 in the 2023/2024 fiscal year.

According to the Proposed Remuneration Structure for State Officers in the County Assembly, county speakers will receive a hefty sum of Ksh601,674 for the upcoming fiscal year 2024/2025.

The salaries of county assembly speakers are expected to increase significantly, while the salaries of other county assembly members will increase marginally less.

MCAs will receive Ksh10,000 annually as a result of the SRC’s proposal, despite earlier calls for larger salary increases.
The gross salary of an MCA is expected to increase to Ksh154,481 and Ksh164, 588 in the 2023/2024 and 2024/2025 fiscal years, respectively.

There is also a significant pay gap between the county assembly speaker and his deputy.

A deputy speaker will receive Ksh247,943 per month, while the speaker will receive Ksh601,674.

In contrast, SRC will increase the majority and minority leaders’ salaries from Ksh216,563 to Ksh231,722 in the 2023/2024 fiscal year, and then to Ksh204,717 in the 2024/2025 fiscal year.

A representative from SRC confirmed to GossipA2Z that the commission was preparing a pay increase for MCAs and other state officers, but refused to disclose the exact amount.

A highly placed source within the Commission also maintained that the estimates would be made public in June 2023.

“Yes, there will indeed be a pay raise, but not just for MCAs, but for all state officers,” he confirmed to GossipA2Z.

Regarding the amount of the increase, he stated, “I cannot say at this time.” SRC will hold a press conference in June 2023 to inform Kenyans of the salary increase.”

MCAs gave President William Ruto a 14-day ultimatum on Wednesday, May 3, during an inaugural meeting at the Kenyatta International Convention Centre (KICC) in Nairobi to review their salaries.
