Ex-Kibaki PS Faces Sh350M Land Fraud Charges

A former principal secretary in the Ministry of Internal Security, Dave Munya Mwangi, has been apprehended and charged with fraudulently acquiring a parcel of land situated along Mombasa Road.

According to a statement released on Friday, December 6, by the Directorate of Criminal Investigations (DCI), the arrest followed thorough investigations conducted by the DCIโ€™s land fraud unit after receiving a formal complaint. The agency reported that Mwangi, with the assistance of a corrupt official from the Ministry of Lands, falsified a title deed to illegally claim ownership of the land.

The DCI further revealed that Mwangi, along with two accomplices who are still at large, manipulated ownership documents to transfer the land into the names of companies under Mwangiโ€™s control. These forged documents were subsequently used to lease the property to a Chinese company in exchange for Ksh12 million.

“In collaboration with Sammy Louis Karanja and Moses Ojuka, a former employee at the Ministry of Lands and Physical Planning, Mwangi fraudulently altered ownership of the 1.591-hectare parcel of land, registering it under his companies before leasing it for profit,” the DCI explained in their statement.

Mwangi, who serves as the director of Olbolsat Farm Limited, was presented before the Milimani Law Courts. He faced charges on three counts: conspiracy to defraud, forging a title deed, and presenting a false document. Similar accusations were filed against his two accomplices, who remain unaccounted for at this time.

In court, Mwangi pleaded not guilty to all charges and was granted bail. He was offered the option of a bond amounting to Ksh20 million or a cash bail of Ksh5 million as an alternative. The case continues to attract attention due to its implications on land fraud and governance in the country.
